A Miami man is facing serious sex crime charges after police say he repeatedly assaulted a foster child who lived at a Pembroke Pines group home.
Jamie Zane Goldbourne, 25, was arrested Monday and is charged with traveling to meet a minor and unlawful sexual activity with certain minors. Investigators say the alleged victim was placed at Children’s Harbor, a residential foster campus in Pembroke Pines.
According to an arrest report, Pembroke Pines police first documented the case on Nov. 1, 2025. On Nov. 12, the report states, the child texted Goldbourne asking to hang out. Detectives say Goldbourne then picked the child up from the Children’s Harbor campus and drove to his home in Miami, where he allegedly engaged in non‑consensual sex several times.
On Nov. 18, detectives were told that Goldbourne had been communicating with another juvenile at the foster home and planned to meet her. The original victim later provided a sworn statement on Nov. 25, 2025. Because the alleged assaults occurred in Miami, the Miami‑Dade Sheriff’s Office took over the case and arrested Goldbourne months after the incidents, according to NBC 6 South Florida.
Charges and the law
Prosecutors have charged Goldbourne with traveling to meet a minor and with unlawful sexual activity with certain minors, both covered under Florida’s sex offense statutes.
Traveling to meet a minor to commit an unlawful sex act falls under Florida Statute 847.0135. Unlawful sexual activity with certain minors is outlined in Florida Statute 794.05. Both statutes can carry felony penalties and long prison terms, and convictions can trigger sex offender registration requirements.

Investigation and next steps
Public information on the case is still limited. NBC 6 South Florida reports the station reached out to Children’s Harbor for comment and that law enforcement has not yet released additional charging paperwork.
Miami‑Dade detectives say the case was first documented in Pembroke Pines and then shifted to their jurisdiction once it became clear the alleged crimes occurred in Miami. Prosecutors are expected to review the investigation and decide whether to file formal charges that would set a court date, according to NBC 6.
Goldbourne is presumed innocent until proven guilty in a court of law. Anyone with information about the case can find contact details and reporting instructions on the Pembroke Pines Police Department website.
