Zhang, Dong and Qin were booked on counts that include operating a health-care practice without an active, valid license, practicing massage therapy without a license, engaging in prostitution and committing an unnatural and lascivious act. Men faces charges tied to practicing without a license, according to the same records. Two of the women were also placed on immigration detainers, deputies said.
