A Polk County judge has ordered 37-year-old Philip James Mancuso to serve 50 years in prison after finding he sexually abused a child over a period of years. Under Oregon law, the conviction also brings lifetime post-prison supervision and mandatory sex-offender registration.
The 600-month sentence was handed down on July 21 and leaves Mancuso with no shot at early release because the court applied Oregon's mandatory-minimum sentencing rules. The hearing and outcome were detailed by KPTV.
Charges and conviction
Following a multi-day bench trial, a Polk County judge on July 13 found Mancuso guilty of four counts of first-degree sodomy, two counts of first-degree sexual abuse and one count of incest. Prosecutors said the investigation began with a 2024 report to Child Welfare and was tried in Dallas by Deputy District Attorney Shannon Clausen, according to the Polk County District Attorney's Office.
Investigation and extradition
Investigators secured a grand-jury warrant that led them to Ohio, where authorities located Mancuso and returned him to Oregon to stand trial. Local and out-of-state agencies were involved in the case, as reported by KPTV.
How Oregon law shaped the sentence
Judge Rafael A. Caso imposed the prison term under Oregon's Measure 11 scheme and the Jessica's Law amendment, which set mandatory minimum sentences for certain violent and child-sex crimes and cut off early release options. State law establishes 300 months, or 25 years, as the mandatory minimum for first-degree sodomy when the victim is under 12, which explains the 300-month terms on the sodomy counts. Mancuso will be placed in the custody of the Oregon Department of Corrections to begin serving his sentence and will remain under lifetime post-prison supervision and sex-offender registration requirements.
