How The Scare Unfolded
Video from outside the 41-story federal building showed smoke pouring into the open plaza as people rushed from the entrances and officers moved in. Law-enforcement sources told NBC New York that a man rolled a cart into the plaza loaded with fireworks and a flammable liquid, then set it off. Investigators later recovered what appeared to be a few airsoft rifles, according to the same report.
The NYPD Bomb Squad was called in to examine the cart as a precaution, and one person sustained a minor injury, NBC New York reported.

Police on scene described the device as a "makeshift incendiary device" built from fireworks and an ignitable liquid and quickly locked down the surrounding area out of caution, according to WABC. The building went into a shelter-in-place while officers secured the plaza.

In a statement to WABC, the FBI said, "This morning an individual deployed an incendiary device outside of 26 Federal Plaza." The bureau confirmed the person had been taken into custody and that the FBI New York Joint Terrorism Task Force is handling the investigation.
Federal and local explosives technicians worked the scene to examine the device and make sure the plaza and surrounding area were safe before easing security measures.
