
Freddy's Frozen Custard & Steakburgers has its eye on Oregon, with a plan to open at least 20 franchise restaurants across the state. The expansion would bring the Kansas-born steakburger and frozen custard chain into new neighborhoods throughout the Portland metro and across Oregon.
As reported by Portland Business Journal, the company is actively recruiting franchise owners, and the new locations are expected to arrive through franchise agreements. The report notes that Freddy's has not yet shared firm opening dates or specific sites.

The Freddy's franchise portal now lists Oregon among its available territories and invites interested local operators to submit a development form or reach out to the chain's real estate team. According to the Freddy's franchise site, the brand is prioritizing master and multi-unit partners to grow in new markets.
Growth Push Backed By New Owners
The Oregon push follows the 2025 acquisition of Freddy's by private equity firm Rhône, a deal the company and press coverage described as a way to speed up market expansion. Industry tracking and a Q1 2026 tenant expansion report place Freddy's at roughly 559 restaurants and pursuing hundreds more openings as part of a rapid development plan. Recent franchise activity, including a 43-unit purchase by operator JRI Hospitality, highlights how quickly the chain can scale into fresh territory.
What Portland Might See
If franchise agreements move ahead, Freddy's is expected to look for freestanding drive-thru prototypes and inline spots in suburban shopping centers, the same formats that have fueled its growth elsewhere. That strategy would put the chain in direct competition with regional players such as Burgerville, which has been reorganizing under new leadership this year, as Portland Business Journal reported.
How many of those 20 planned locations land in the Portland metro will depend on which local franchise partners sign on and what sites they can lock down. Freddy's has not released a public rollout schedule or announced any Portland addresses. Instead, would-be Oregon developers are being pointed to the brand's franchise inquiry form and real estate contacts on its development pages. As outlined on the company's franchising site, submitting a territory interest form is the first step for prospective operators in Oregon.
