Federal prosecutors in Manhattan have unsealed an indictment and arrested a former Bureau of Prisons correctional officer accused of sexually abusing an inmate at FCI Otisville, turning a quiet Orange County facility into the latest flashpoint in a growing federal scandal.
The defendant, 27-year-old Kyle Brown of Newburgh, is alleged to have engaged in anal and/or oral sex with an inmate under his authority on three occasions between December 26, 2025, and April 4, 2026. Brown has been charged with three counts of sexual abuse of a ward.
According to the U.S. Attorney’s Office for the Southern District of New York, Brown was arrested on July 15, 2026, and brought into Manhattan federal court that same day, where he appeared before U.S. Magistrate Judge Victoria Reznik. The case has been assigned to U.S. District Judge Philip M. Halpern, and prosecutors say the office’s Civil Rights and Human Trafficking Unit will handle the prosecution. The Otisville case is the latest in a series of federal prosecutions targeting Bureau of Prisons staff accused of sexually abusing inmates, with recent charges also filed in California and Alabama.
