The commission also reported related discharges to the Mill and Chicopee rivers and urged residents to steer clear of affected waterways while officials continue to assess the impacts.

Springfield officials say this is exactly the kind of mess they have been trying to prevent. The commission reports investing more than $300 million since the 1990s to cut down on combined sewer overflows, with those projects reducing overflow volumes by roughly 52 percent, the agency told the CT Post. A centerpiece of that effort, the York Street pump station and Connecticut River crossing, is a roughly $137 million project that went into service in July 2023. It added three new river-crossing pipes and is expected to prevent about 100 million gallons of overflow each year, according to the Springfield Water and Sewer Commission.

A Pattern, Not an Accident

This latest release is not a one-off accident. Last July, the Holyoke treatment facility discharged more than 7 million gallons into the Connecticut River, an event that triggered fresh calls for federal intervention, as reported by the CT Mirror. The U.S. Environmental Protection Agency has labeled combined sewer overflows a “major pollution concern” and previously negotiated a consent decree with Holyoke that requires sewer separation and other system fixes, according to the agency’s announcement.

Federal Response and Funding

Federal regulators say that, taken together, the work in cities like Springfield and Holyoke is paying off. In a January letter to Connecticut officials, EPA New England said its efforts with municipalities have cut aggregate combined sewer overflow volumes from more than 20 billion gallons a year to under 5 billion, according to coverage in the New Haven Register. A spokesperson for Sen. Edward Markey’s office also highlighted roughly $5.7 million in combined federal funding for sewer and stormwater projects in Chicopee and Holyoke, the CT Post reports.

What Residents Should Know

For people who live, paddle or fish along the river, officials say the rules are pretty straightforward. Both Connecticut and Massachusetts maintain public-notification systems that alert residents to combined sewer overflows, and both advise avoiding contact with rivers and streams near overflow outfalls for at least 48 hours after heavy rain. That guidance comes from the Connecticut Department of Energy and Environmental Protection and the Massachusetts Department of Environmental Protection.

MassDEP’s notification regulations and DEEP’s CSO “Right to Know” tools are designed to give downstream users quick access to information so they can protect their health. The agencies publish maps, notification procedures and related resources online so people can track known events in real time.

Local advocates and lawmakers, meanwhile, say spills like this are a reminder that the job is far from finished. They argue that sustained federal, state and local investment will be needed to complete long-term control plans and tighten up monitoring. Environmental groups and policy experts say modernized alerts, more aggressive sampling after overflows and faster funding could further limit the river’s exposure to raw or partially treated wastewater, the CT Mirror reports.
