
A convicted sex offender from West Linn is headed back to prison after investigators said they uncovered a fresh cache of child sexual abuse material on his phones. A Clackamas County judge on Wednesday ordered a 10-year prison term after the defendant admitted to multiple counts tied to encouraging the sexual abuse of children. Authorities say the latest case started with a June 2024 tip to an Internet Crimes Against Children task force that pointed detectives toward the longtime offender.
Sentence and plea
According to a news release from the Clackamas County District Attorney's Office, West Linn resident Raymond Terry Bisby, 54, pleaded guilty to seven counts of Encouraging Child Sex Abuse in the First Degree. In Clackamas County Circuit Court case 25CR13753, the judge sentenced Bisby to 10 years in prison. Prosecutors said they pushed for the lengthy term after learning Bisby continued to duplicate and share illegal images even after an earlier child pornography conviction.
What investigators found
Detectives obtained search warrants for two of Bisby’s phones and found 199 media files that law enforcement determined were child sexual abuse material, with 80 of those files described as visually unique, as reported by KOIN. The West Linn Police Department had received the June 6, 2024 Internet Crimes Against Children tip, which led to Bisby’s arrest while he was still on post-prison supervision. Investigators also pulled records from a social media account that showed conversations in which Bisby discussed sexual interactions with children.
Prosecutors say he 'refuses to stop'
Senior Deputy District Attorney Rusty Amos urged the court to hand down a tough sentence, saying of Bisby’s earlier conviction, "It apparently had zero effect on his deviant sexual behavior," according to the county news release. Amos told the judge that Bisby went on to duplicate and share images and to chat with others about sexual interactions involving children, calling him "dangerous and relentless." He asked Circuit Judge Michael Wetzel to impose the 10-year prison term the court ultimately ordered.
Background and prior sentence
Bisby was first charged with possessing child pornography in 2017 and again in 2018. He was convicted in 2018 of possessing and duplicating thousands of images and videos and served five years in prison, KOIN reported. Prosecutors said the new conviction and 10-year sentence came while he was still on post-prison supervision for that earlier case.
