A 1-year-old girl is missing from Clinton, Missouri, after officials say her non-custodial birth mother took her without permission during a supervised visit early Sunday morning. Ezrah Renae English was taken from her legal guardian's home at 423 W. Graven St. at 10:56 a.m., according to officials, and has not been seen since.
Officials identified the mother as 23-year-old Jasmine Rashon English, as reported by KCTV. She was reportedly seen leaving with two unidentified people in a white Lincoln MKZ hybrid with unknown license plates, last spotted heading east on W. Short St. One of those individuals, an unidentified Black male, was described as the driver, while an unidentified white female was a passenger in the vehicle.
In response, the Missouri State Highway Patrol issued an Endangered Person Advisory for the toddler. The designation applies in Missouri when AMBER Alert criteria are not met, according to the Missouri State Highway Patrol. The advisories rely on voluntary partnerships between law enforcement and local broadcasters to spread word quickly.
What Ezrah and Her Mother Look Like
Ezrah is described as a Black female, 1 year old, standing 2 feet 6 inches tall and weighing about 20 pounds, per the report. She has brown eyes and black hair styled in pigtails with blue hair ties, along with two distinguishing marks: a smaller birthmark between her shoulder blades and a large circular birthmark above her tailbone. She was last seen wearing a light blue ruffled shirt or dress, white shorts, and blue-and-white Nike Jordans.
Jasmine English is described as a Black female standing 4 feet 11 inches tall and weighing about 123 pounds, with brown eyes and brown hair. Under Missouri law, any agency receiving a missing child report must immediately enter the child's description into both the Missouri Uniform Law Enforcement System and the FBI's National Crime Information Center database, according to the Missouri State Highway Patrol.
Legal Stakes for a Non-Custodial Parent
Because Jasmine English is Ezrah's non-custodial birth mother, her alleged actions fall under Missouri's interference-with-custody statute. Taking a child from legal custody without permission is a Class A misdemeanor under Missouri Revised Statutes § 565.150, but the offense escalates to a Class E felony — punishable by up to four years in prison — if the child is concealed or removed from the state, according to a summary from Combs Waterkotte, a Missouri criminal defense firm.
