
A once-empty 16-acre lot along Topside Road in Louisville, Tennessee is getting cleared and graded for a new apartment complex, with plans calling for as many as 270 units on the back half of the property. North Carolina-based Ardmore Residential is behind the project, situated across from Beech Grove Baptist Church, and the front portion of the site still has no finalized use.
Local resident Paul Howard, who frequently drives the stretch of Topside Road between Alcoa Highway and Pellissippi Parkway, told the Knoxville News Sentinel he noticed the lot had been cleared and additional site work was underway. Ardmore Residential purchased the land for $4.7 million earlier this year, according to the same report. The company is based in North Carolina and has already built apartment complexes across Alabama, Florida, Georgia, North Carolina, South Carolina and Virginia, plus a project in Chattanooga, as it continues expanding its portfolio across the Southeast.
Commercial real estate brokerage Northmarq, which facilitated the underlying land sale, put the exact figure at $4,742,500 in a February 2026 announcement describing how its Nashville team brokered the deal between seller Winterpast Development and buyer Ardmore Residential. Per Northmarq, the site also sits within a federally designated Opportunity Zone, a status that qualifies the project for capital gains tax incentives and helps explain the developer's interest in this particular stretch of road.
Front Half of the Lot Still Undecided
While the back half of the property is slated for the apartment complex, complete with planned parking, a pool and other amenities, the front portion's future remains unclear. Northmarq has said the development carries walkable mixed-use potential, and in its release the firm floated retail, medical space, or strip centers featuring restaurants, fitness studios and professional services as possible outparcel uses for that front acreage.
The land itself has a documented planning history. Municipal records from the City of Alcoa show that in 2022, developer Winterpast Development Topside LLC reconfigured and recombined former residential tracts along Topside Road to create the layout that Ardmore Residential ultimately purchased.
A Corridor Already Filling Up Fast
Ardmore Residential is no stranger to the immediate area. The company already owns and operates an apartment complex in western Knox County, and it completed a separate 282-unit multifamily complex called Ardmore at Topside, also known as Elevate at Topside, at 910 Ardmore Alcoa Way in Louisville in 2025. The firm is additionally building Ardmore at Prosperity, a 288-unit community in neighboring Knox County slated for completion this year.
Just up the road, more than 20,000 square feet of retail space is listed for lease at 2132 Topside Road, according to commercial listings from NAI Global, with that retail development sitting adjacent to another apartment complex in the corridor. The buildout tracks with broader demographic shifts in the area: U.S. Census Bureau estimates show Blount County grew 6.3 percent, from 135,280 residents in 2020 to 143,820 by July 2025, driven mostly by net domestic migration. Separate Census data compiled by Data Commons puts Louisville's median individual income at $46,300, the highest of any municipality in Blount County.
Highway Upgrades Aim to Keep Pace
Infrastructure work is trying to catch up with the growth. The Tennessee Department of Transportation has confirmed ongoing widening and reconstruction along a 13-mile stretch of State Route 115, also known as Alcoa Highway or US-129, including redesigned grade-separated interchanges at Topside Road. Whether those upgrades and local utility capacity can absorb the traffic from back-to-back apartment developments remains an open question, and the finalized commercial tenant mix for the front acreage has not yet been announced.
The Topside Road corridor has already been a flashpoint for local debate over growth. Hoodline previously reported on community tension over a proposed walkable town-center concept near 2948 Topside Road, where residents welcoming new dining and retail options clashed with neighbors worried about rapid growth and infrastructure strain, pointing specifically to two large apartment complexes recently built nearby. The new Ardmore Residential project adds another data point to that same debate playing out along one of Louisville's busiest corridors.
