Flames tore through a second-floor apartment at NYCHA's Breukelen Houses in Canarsie on Wednesday afternoon, injuring at least two people and sending thick black smoke pouring from a window as a resident's cat leaped out to escape the blaze. The fire broke out at 10609 Flatlands Avenue just before 4 p.m., prompting a massive response of 79 fire and EMS personnel to the scene.
According to News 12 Brooklyn, a resident of the building said she was inside her apartment with her four children and her cat when she saw a spark in the living room and reported it to maintenance. The outlet reported that firefighters entered the building through its front entrance while the mother and her four children escaped through their apartment door, which was reportedly slightly jammed at the time. Fire crews brought the blaze under control in just over 25 minutes, officials said.
Amid the chaos, the resident's cat jumped from the second-floor window and survived the fall, per the same News 12 account. EMS personnel were seen transporting multiple people away from the building in wheelchairs and stretchers, though two fire victims turned down medical attention at the scene, the station reported.
A Jammed Door Raises Questions About Fire Safety Rules
The report of a jammed apartment door during the evacuation lands squarely on a legal requirement that New York City buildings are supposed to meet. Under the city's Housing Maintenance Code and Local Law 111 of 2018, apartment doors in multi-family residential buildings must be self-closing and properly maintained, a safeguard designed to contain fire and keep smoke from filling exit corridors, according to Abstract Enterprises Security Systems. The blaze fell within the response area of FDNY Engine Company 257, Tower Ladder Company 170, and Battalion 58, a trio nicknamed “Canarsie's Bravest” and quartered less than half a mile from Breukelen Houses at 1361 Rockaway Parkway. Engine 257 has served the Canarsie community since 1897, according to NYC Open Data. It is not the first fire crews have responded to within the sprawling 30-building complex; the property has also seen an “All Hands” fourth-floor fire at 671 East 105th Street in March 2026 and a first-floor fire at 10609 Glenwood Road in May 2025, according to Nycfire.net.
Breukelen Houses spans nearly 65 acres in Canarsie and includes 1,585 active apartments across 30 residential buildings ranging from three to seven stories, housing more than 3,200 residents, per NYCHA Real Talk. The development dates back to 1952, when NYCHA built it to replace temporary Quonset hut veteran housing as Canarsie transitioned from marshland into a residential neighborhood, according to Urban Archive. NYCHA remains North America's largest public housing authority, housing more than 500,000 residents across 335 developments citywide, per NYC.gov.
Federal Inspectors Set to Arrive Later This Month
Wednesday's fire comes just ahead of a scheduled federal inspection of the complex. HUD has slated Breukelen Houses for its National Standards for the Physical Inspection of Real Estate review on August 24 and 25, an updated federal standard for assessing physical conditions in public housing developments. The timing places added scrutiny on the property's maintenance history in the weeks after residents reported both an electrical spark and a jammed exit door during an active fire.
The Canarsie fire adds to a string of 2026 blazes at NYCHA properties across Brooklyn, including major incidents at Borinquen Plaza, Red Hook East, Farragut Houses, and Bushwick Houses, as previously reported by Hoodline. Those fires, like Wednesday's, prompted rapid multi-unit FDNY deployments to dense, high-rise public housing buildings. Amid the recurring emergencies, Breukelen Houses is also home to PaleFO Cinema, a resident-led outdoor film program founded in 2022 by Eileen Baptistin Level to offer recreational programming for the development's youth and elderly residents, according to Sharp Business USA.
