A Lorain County grand jury has declined to indict the Elyria police officer who fatally shot a robbery suspect inside a North Olmsted apartment during a hostage standoff back in January, closing out a case that spanned two counties and multiple police agencies. The panel returned what's known as a no bill, meaning Officer Ali Sabeiha will not face criminal charges for the shooting death of 37-year-old John Johnson.
The case traces back to around 3:00 p.m. on January 21, when Johnson robbed a Brink's armored truck driver at gunpoint outside an AT&T store on West River Road North in Elyria, forcing her into the van before fleeing with cash in a separate vehicle, according to WKYC. Elyria police officers responded to the robbery, and the vehicle connected to the crime was located in Lorain, touching off a pursuit that grew to include Elyria, Lorain, North Olmsted, Fairview, Brook Park, and the Lorain County Sheriff's Office, according to Chronicle Telegram.
Chase Crosses County Lines at Triple-Digit Speeds
The pursuit stretched across Lorain and Cuyahoga counties at speeds exceeding 100 mph before ending on Brookpark Road in North Olmsted. Per the Ohio Attorney General's Office, North Olmsted police deployed stop sticks near Columbia Road to disable Johnson's vehicle after it had already collided with two civilian cars while trying to navigate traffic exiting Interstate 480. An Elyria police cruiser was also disabled on Brookpark Road after striking a vehicle during the chase, the same account notes.
Johnson fled the crashed vehicle with a gun in North Olmsted, according to police accounts cited by Cleveland 19, and forced a woman into a nearby apartment. Ring doorbell camera footage from the Clareshire Drive apartment complex captured Johnson running past two children before forcing their mother into her home with the gun in hand moments before officers moved in, the station's report indicates.
Officer Entered Apartment, Fired Fatal Shots
Elyria Police Chief James Welsh has pointed to that footage as evidence that Officer Sabeiha acted to protect the mother and her four young children, who were removed from the residence safely, per the same account. Police say Johnson created an immediate deadly threat and presented a firearm inside the apartment. Sabeiha entered the apartment where Johnson was located and fired his weapon, striking him, according to police.
Officers provided immediate medical aid to Johnson at the scene before he was transported to an area hospital. He was pronounced dead at Fairview Hospital in Cleveland by the Cuyahoga County Medical Examiner's Office, according to Chronicle Telegram's earlier reporting. During the shooting, a stray bullet crossed the street and struck a neighboring home's window, though no bystanders or officers were hurt, a detail that underscored how close the danger came to spreading through the residential block.
Grand Jury Reviews BCI Findings, Returns No Bill
The Ohio Bureau of Criminal Investigation handled the probe into the shooting, and its findings were ultimately presented to a Lorain County grand jury. This week the panel concluded Sabeiha's use of deadly force was justified under Ohio law and returned a no bill, meaning he will not face criminal charges related to the shooting.
The outcome follows a pattern in Lorain County, where prosecutors in January similarly cleared Lorain police officers who fatally shot 28-year-old Michael Parker after he ambushed officers in July 2025, ruling that use of force was also lawful, according to Chronicle Telegram. In both cases, county authorities relied on outside agency investigations before reaching their conclusions.
In May, U.S. Attorney David M. Toepfer presented Sabeiha with the Northern District of Ohio Freedom 250 Hometown Hero Award for entering the apartment and incapacitating Johnson during the standoff, federal recognition that came months before the grand jury's decision.
