The contractor shot during a 2024 payment dispute outside a Kansas City, Kansas home is now facing his own criminal charge. Wyandotte County prosecutors have charged Noble Bey with battery against the daughter of Lisa Walker-Yeager, the woman who shot him and who later ran unsuccessfully for a Kansas House seat while her felony case remained unresolved.
According to The Kansas City Star, the confrontation began because Bey believed Walker-Yeager had underpaid him for work on her home. Court testimony reviewed by KMBC 9 detailed the exact figures behind the dispute: Bey demanded $410 for the repairs, while Walker-Yeager's daughter offered a $350 check, a $60 gap that both sides were recording on their cellphones when the argument escalated. Kansas City, Kansas Public Works advises residents to verify a contractor's license and ask for proof of bonding and insurance, according to WycoKCK.org. Kansas City, Kansas requires entities engaging in business activity to register and file an occupation tax, with the listed amount for a General Residential Contractor set at $188, according to WycoKCK.org. According to WycoKCK.org, businesses operating or performing services in Kansas City, Kansas, must obtain an annual occupation tax license and may need additional regulated permits. WycoKCK.org's Building Inspection information says general contractors and subcontractors must obtain a city occupational tax license, also known as a business license. The Kansas Attorney General's Office says its Consumer Protection Division mediates cases involving home construction and improvement disputes, among other matters. The Kansas Attorney General's Office says it investigates and enforces the Kansas Roofing Registration Act, under which violations can bring civil penalties of up to $10,000 per violation plus other relief.
Bey is now charged with a class B misdemeanor battery offense, according to the Star, which also reports he faces separate criminal charges connected to the 2024 shooting and is accused of violating a protective order against him. He has felony drug possession and distribution convictions in Douglas County, per the same report. Court documents indicate the defense needed additional time to assess the impact of the new charges and to determine what belonged in upcoming filings, prompting Walker-Yeager to request a two-week delay in her own case.
What Walker-Yeager Told the Court
Walker-Yeager testified during an August 2025 hearing that she fired six or seven times, believing Bey was reaching into his truck for a weapon, the station's report states. Bey's mother confirmed he was struck once in the back. Walker-Yeager has said she shot Bey to save her daughter's life and has also said she had seen him driving by her home.
Walker-Yeager was charged with felony aggravated battery and felony unlawful use of a weapon in Wyandotte County District Court, per the same account, and she sought to have both felony counts dismissed under Kansas self-defense law.
Judge Denies Immunity, Case Heads to Trial
District Judge Michael Russell denied Walker-Yeager's request for immunity from prosecution and ruled he would not drop the charges against her, according to the Star. Russell's denial pushed the case out of pretrial hearings and toward a jury trial as prosecutors moved forward.
Wyandotte County District Attorney's Office is prosecuting the case, per the Star's reporting. Court records reviewed by KMBC 9 also show Walker-Yeager has been sued at least six times over financial and money disputes in Wyandotte County, resulting in five civil judgments against her, including one exceeding $17,000 — a pattern that surfaced publicly while she was actively campaigning for local office.
A Political Career Complicated by Felony Charges
Walker-Yeager, a Kansas City, Kansas resident, has run for state and local offices even as the felony charges hung over her. In August 2025 she ran for two local positions simultaneously, winning the primary for a Board of Public Utilities at-large seat while placing second in the Unified Government District 1 commission race, according to The Beacon.
Her most recent bid ended earlier this month. In the August 4 Kansas Republican primary for House District 35, Alex Sanchez defeated Walker-Yeager with 56% of the vote, 158 votes to her 124, according to The Community Voice, in a Republican primary marked by low turnout in the heavily Democratic district. Sanchez is now slated to face incumbent Democratic State Rep. Wanda Paige Brownlee, who also serves on the Kansas City, Kansas Public Schools Board of Education, in the November 4 general election.
Both criminal cases remain open in Wyandotte County District Court. Walker-Yeager's felony trial is moving forward after the immunity denial, while Bey's misdemeanor battery case and the separate charges tied to the 2024 shooting are still pending, according to the Star's reporting, authored by Sofi Zeman.
