A school bus rolled onto its side on Harvard Street in Boston's Mattapan neighborhood Thursday afternoon, leaving four adults injured. The rollover was reported around 1:08 p.m. near 1000 Harvard Street, close to the Puddingstone Estates condominium community that lines the residential thoroughfare.
Boston Police told WCVB that the four adults aboard the bus suffered injuries that were not considered life-threatening. WCVB's Sky 5 helicopter captured video showing the bus resting on its side at the scene as crews responded to the address. The cause of the rollover has not been determined and remains under investigation.
It is not yet clear from available reports whether any students were aboard the bus at the time of the crash or whether it was traveling between scheduled runs. The 1:08 p.m. timing falls outside the typical morning and afternoon dismissal windows for most Boston schools, though the dossier does not resolve the question either way.
A Bus Network Already Under the Microscope
Thursday's rollover lands amid heightened attention on Boston's school transportation system. Massachusetts law places safety-belt obligations on school bus drivers but not on the students and adults riding in the back. Under Massachusetts General Law Chapter 90, Section 7B, school bus operators must wear a seat belt while driving, but passengers on large buses exceeding 10,000 pounds are exempt from state seat belt mandates. Federal guidelines require passenger seat belts only on smaller buses under that weight threshold, leaving the rules for larger buses up to individual states.
That gap has drawn legislative attention before. In July 2025, a bill known as MA S1748 was reported favorably by a state committee, aiming to mandate seat belts for every student seat on school buses across Massachusetts, according to BillTrack50. The proposal has not yet become law.
Roadwork and Statewide Crash Trends
The crash site sits near an active infrastructure project. The City of Boston's Public Works Department has been reconstructing Cummins Highway near Harvard Street in Mattapan, upgrading traffic signals, street lighting, and overall roadway safety in the area. School buses in Massachusetts are also subject to mandatory semiannual safety inspections under state regulation 540 CMR 21.00, which checks mechanical, braking, and safety equipment standards twice a year.
Statewide, crash numbers remain elevated. MassDOT logged 134,233 total motor vehicle crashes across Massachusetts in 2023, reflecting crash levels that have stayed high in the years since the pandemic, according to data compiled by the American Council of Engineering Companies of Massachusetts.
