Modesto cut the ribbon Friday on a major expansion of Mary E. Grogan Community Park, growing the northeast Modesto site by nine acres and adding three new grass soccer fields, a cricket pitch, a picnic pavilion, shade structures, and renovated restrooms to the 43-acre complex at 3601 Litt Road.
The Phase 2 milestone was celebrated Friday when the Modesto Fire Department said its crews joined community leaders, residents, and city partners for the ribbon cutting. According to the department's Facebook post, the park now features multiple modern play structures, covered picnic areas, turf soccer fields, pathway lighting, and community safety features, offering what the post called a space for citizens to gather, play, and thrive. The City of Modesto notes the newly finished acreage sits within the Village One Community Planning Area and follows Phase 1 work that had already turned 28 acres of the property into a gated soccer complex with seven lighted fields, including three synthetic turf fields.
From Groundbreaking to Grand Opening
Construction on Phase 2 broke ground back on August 5, 2024, per the city's project page, setting up a two-year buildout that culminated in this week's ceremony. Along the way, the parks department reached an earlier milestone in February when it opened what staff described as the tallest playground in town at the site, according to a Modesto Parks, Recreation & Neighborhoods video, with visitors asked at the time to stay off the growing grass areas nearby. The City of Modesto Parks, Recreation and Neighborhoods Department is credited with helping make the overall project a reality.
Funding for the expansion traces back to Measure H, a 1% general sales tax that Modesto voters approved by 62.89% in November 2022. Per Ballotpedia, the tax took effect on April 1, 2023, and now generates roughly $39 million to $48 million annually for city services and infrastructure, a pool of revenue that made this expansion possible.
Honoring a Pioneering Parks Director
The park's name pays tribute to Mary Grogan, who was hired by Modesto's Parks and Recreation Department in 1951 and went on to serve as its director from 1963 to 1992, dedicating more than 40 years to enhancing parks and recreation in the city. Grogan became the first female parks and recreation director in the United States, according to her Legacy.com obituary, and she died in 2010 after decades of civic service.
During her 29-year tenure, Modesto's park system grew from 11 to 12 community and neighborhood parks, and her legacy touched other major local projects including the Tuolumne River Regional Park, the Dryden and Creekside Golf Courses, and the restoration of the McHenry Mansion, the obituary states. Grogan also served as president of the National Recreation and Park Association during her career.
A Regional Draw and Ground Rules for Visitors
Beyond serving neighborhood families, the park has become a magnet for regional sports competition. It has hosted large-scale tournaments including the NorCal Premier Soccer State Cup finals, according to NorCal Premier Soccer, drawing youth teams from across Northern California to compete at the venue.
That competitive use comes with rules. To protect field turf and keep players safe during matches, the facility bans dogs and other pets across all fields and common areas, permitting only certified service animals, per details listed for Modesto Youth Soccer Association Ajax play at the complex. Safety Cameras Tied to Police, Bookings Not Yet Open
Security cameras installed as part of the improvements connect directly to the Modesto Police Department's Real-Time Crime Center, a feature the parks department says is meant to help protect visitors and speed emergency response times. Similar camera integrations have been deployed at other Modesto park sites.
Despite the ribbon-cutting, the city said public reservations for the new grass soccer fields and the picnic pavilion were not immediately open while scheduling systems were being prepared. Residents and local sports leagues hoping to book the new spaces were directed to contact the parks department directly for updates.
