A man walked into the Polo Ralph Lauren Factory Store at Houston Premium Outlets in Cypress on Sunday, selected roughly $4,022 in merchandise, and walked out without paying, investigators say. Harris County Constable Precinct 4 released surveillance video of the incident as part of its weekly "Wanted Wednesday" appeal, hoping someone can identify him.
According to a Facebook post shared Wednesday night by Mark Herman, Harris County Constable Precinct 4, the theft occurred at the Ralph Lauren store on the 29300 block of Northwest Freeway. Investigators describe the suspect as a Black or Hispanic male wearing a black shirt, and the case has been logged as No. 2608-00114. Herman urged anyone with information to contact dispatch or their local law enforcement agency. It remains unclear whether loss prevention staff watched him leave the store or whether he had someone waiting in the sprawling outlet parking lot, details the public appeal did not address.
Ralph Lauren Store Sits Inside a Sprawling Outlet Complex
Houston Premium Outlets houses more than 145 stores, including the Polo Ralph Lauren Factory Store added during a 2018 expansion, according to My Neighborhood News. The 430,000-square-foot retail hub is owned and operated by Simon Property Group, per Wikipedia.
High-dollar theft isn't new to the outlet complex. In June 2025, two masked suspects made off with $3,850 in merchandise from the outlet's Burberry store, and in December 2024 a suspect was arrested after breaking into five parked cars in the same lot, according to Bluebonnet News.
State Law Turns Up the Stakes for High-Dollar Shoplifting
Because the value of the stolen merchandise falls between $2,500 and $30,000, the case would qualify as a state jail felony under Texas Penal Code Section 31.03, according to FindLaw. That charge carries a punishment range of 180 days to two years in a state jail facility, plus fines of up to $10,000, per the same statute.
Texas law also gives prosecutors tools against repeat offenders. Under Penal Code Section 31.16, prosecutors can aggregate the value of stolen goods across multiple retail incidents or co-conspirators to reach higher felony tiers, notes Saputo Toufexis. Separately, anyone with two or more prior theft convictions can be charged with a state jail felony regardless of the dollar amount involved, according to Barnett Howard & Williams PLLC.
A more recent change could matter if investigators ever tie this case to others. Texas Senate Bill 1300, which took effect Sept. 1, 2025, lets prosecutors combine stolen property values from separate theft incidents across different jurisdictions when building a case against repeat shoplifters, according to an earlier Hoodline report.
Wednesday's Wanted Appeals Stretch Across the Corridor
The Ralph Lauren case wasn't the only theft appeal Precinct 4 put out this week. Deputies also sought help identifying a suspect in a Marshalls shoplifting case worth $435, along with a Academy Sports theft report valued at $660. Both incidents were logged along the same Northwest Freeway commercial corridor in Cypress.
