A man accused of touching two women at separate East El Paso stores has been arrested after investigators connected him to security footage from the encounters. Carlos Alberto Silva was booked July 30 on two indecent-assault charges, according to the case information.
The first reported encounter happened Monday, July 27, at a Walmart on Zaragoza, where Silva allegedly asked a woman the time, told her he liked her pants, and touched her private area. Court documents reviewed by KTSM 9 News say he also grabbed himself; investigators used surveillance video and a distinctive outfit — a neon orange shirt stretched toward his knees and a dark cloth around his head — to identify him. The woman told investigators she was offended, embarrassed, and scared.
On Tuesday, July 28, police say Silva went to a dd’s Discount on George Dieter and approached an employee who recognized him from prior incidents involving customers. The employee told police she would call them after he allegedly touched her private area, then walked away believing he had left; court documents say Silva later came back toward her and touched her again. The El Paso County jail records page lists his July 30 booking on two indecent-assault counts.
What The Charges Mean
Under Texas Penal Code Section 22.012, indecent assault generally is a Class A misdemeanor when prosecutors allege nonconsensual touching of another person’s anus, breast, or genitals with sexual intent. The charges are allegations, not findings of guilt. KTSM reported that Silva had prior cases involving criminal trespass, criminal mischief, controlled-substance possession, and an earlier indecent-assault charge, along with several jail stays in 2026. His bond hearing was scheduled for yesterday.
