A 37-year-old Yucca Valley man is facing a felony charge after San Bernardino County Sheriff's detectives say they found multiple explicit images of child sexual abuse material on his electronic devices. Dowland Ernest Christian Lee was arrested following a search warrant served at his home on the 8100 block of Cholla Avenue and was booked into custody in lieu of $30,000 bail.
According to the San Bernardino County Sheriff, the investigation began on June 11, 2026, when Detective Holguin of the department's Specialized Investigations Division – Crimes Against Children Detail received a CyberTip from the National Center for Missing and Exploited Children concerning the upload of child sexual abuse material. Detectives identified Lee as the suspect and, on August 4, investigators served a warrant to search his electronic devices at his Yucca Valley residence, where they say they recovered the explicit images. Lee was arrested on suspicion of possession of child pornography under California Penal Code 311.11(a) and booked at Morongo Basin Jail.
That CyberTip system is not unique to this case. Under federal law 18 U.S.C. § 2258A, electronic communication service providers and social media platforms are legally required to report any detected instances of child sexual abuse material directly to NCMEC's CyberTipline for law enforcement referral, per the National ICAC Program. NCMEC then routes actionable tips to local agencies like the Sheriff's Specialized Investigations Division for follow-up, which is how the case reached Detective Holguin's desk in the first place.
A Detail Built for High-Volume Digital Cases
The scale of that pipeline is enormous. The National Center for Missing and Exploited Children received 21.3 million reports of suspected child sexual exploitation and online abuse nationwide in 2025 through its CyberTipline, according to Snapchat's Safety Hub. California alone accounts for a disproportionate share of that volume, leading all states with more than 110,000 CyberTip reports annually out of roughly 1.1 million logged nationwide, per the National ICAC Program.
The unit that handled Lee's case has drawn recognition for managing that caseload. In April 2026, the Sheriff's Crimes Against Children Detail was awarded the Shine a Light Award for its work conducting digital forensic investigations and processing thousands of annual cyber tips, as reported by Victor Valley News. The same detail was part of a broader push the following month, when the Sheriff's Department reported more than 100 arrests during a two-week regional Southern California Internet Crimes Against Children operation targeting online exploitation.
County Sheriff Handles Local Policing in Yucca Valley
Yucca Valley does not have its own police department; the town contracts municipal law enforcement through the San Bernardino County Sheriff's Department, with patrol operations coordinated through the Morongo Basin Patrol Station in neighboring Joshua Tree, according to Z107.7 FM Joshua Tree. That arrangement is why county detectives, rather than a local police force, led the investigation and booking. Lee was held at the Morongo Basin Jail, a Type I booking facility located at the Sheriff's Morongo Basin Station on White Feather Road in Joshua Tree.
If convicted under Penal Code 311.11(a), Lee would face a felony or misdemeanor punishable by up to three years in state prison or one year in county jail, along with fines up to $2,500, according to legal guidance published by Wallin & Klarich. A conviction would also trigger mandatory registration on California's sex offender registry under Penal Code 290, per FindLaw. It remains unknown which digital platform hosted the material that triggered the original CyberTip, and the department has not disclosed how many images investigators recovered or whether the forensic review of Lee's devices could lead to additional charges.
Part of a Wider Pattern in San Bernardino County
Lee's arrest fits a pattern of similar cases the Sheriff's Department has pursued in recent months. Hoodline previously reported on a Grand Terrace arrest stemming from a Snapchat-linked CyberTip, as well as a Phelan case involving Bradley Jay Glennie that also began with an NCMEC tip and ended in a $30,000 bail arrest under the same statute. Countywide sweeps have produced far larger numbers: in April 2025, the department's Operation Spring Cleaning served more than 30 search warrants and led to over 70 arrests for child exploitation offenses, while a regional task force effort branded Operation Firewall resulted in 341 arrests across Southern California in May 2026, including 101 in San Bernardino County.
