A two-building, 80-unit affordable housing complex called Andover Place is set to rise at 2769 Lakewood Ave. in Sylvan Hills, replacing a site that currently holds little more than concrete slabs from former buildings and a grassy field. The garden-style development sits west of Interstate 85 and north of Arthur B. Langford Jr. Parkway, in a corridor that's seen a wave of public and nonprofit investment in recent years.
The project recently landed a $1 million Metropolitan Tax Allocation District Resurgens Grant to support construction, according to Urbanize Atlanta. Invest Atlanta allocated $8.71 million in TAD funding to seven affordable housing developments in Atlanta, including Andover Place, according to Invest Atlanta.
Financing for Andover Place will also lean on four-percent Low Income Housing Tax Credits allocated by the Georgia Department of Community Affairs, per market analysis cited by the same report. The development is also part of Atlanta's broader affordable-housing effort.
Unit Mix and Expected Rents
Site plans show two three-story buildings centered within surface parking, with interior amenities housed in a community building on the property's northeast section and exterior amenities located south of the buildings, the report notes. The unit breakdown includes 25 one-bedroom apartments, 41 two-bedroom apartments, and 14 three-bedroom units aimed at families, with the rent-free manager's unit included in the development's 80-unit total.
Expected rents run $1,209 for one-bedroom units, $1,452 for two-bedroom units, and $1,677 for three-bedroom units, the same report states. Apartments are reserved for households earning between 30 and 80 percent of the area median income. That income band lines up with broader patterns among Atlanta's subsidized renters: as of March 2026, 96 percent of households receiving city housing assistance earned less than 50 percent of the area median income, with an average earned annual income of $28,600, according to Atlanta Housing, which assists more than 27,000 households across the city.
Construction on Andover Place is expected to begin in 2026 and wrap up in late 2027, per the same account. In nearby Sylvan Hills, the median household income was $51,930 in 2024, an 18.1 percent jump over the prior year, according to U.S. Census Bureau data.
A Corridor Already in Motion
Andover Place isn't landing in a vacuum. It joins the neighboring Metropolitan Place development, a $77.1 million, 176-unit project from The Paces Foundation and Soho Housing Partners that broke ground in January 2025 and is delivering 144 apartments capped at 60 percent of area median income on a six-acre site south of Langford Parkway, according to Multi-Housing News. A local police precinct is near Metropolitan Place as well. A Goodwill career center sits a few blocks north on Metropolitan Parkway as well.
The corridor's momentum extends beyond these two projects. The Atlanta City Council approved a major rezoning in June 2026 for Renewal Development Group's Sylvan Road Redevelopment, clearing the way for a 14-acre master-planned project with 3,032 residential units, including 574 affordable homes, near the Beltline Southwest Trail, as previously reported by Hoodline. In 2026, Habitat for Humanity brought a Carter Work Project to Sylvan Hills, mobilizing 2,500 volunteers to build 24 affordable single-family homes at its Langston Park development.
Safety Concerns Persist Alongside Investment
Not all the recent headlines from the corridor have been about construction cranes and grant approvals. Police searched for a gunman near Hartford Avenue. The search added to concerns about public safety along the Metropolitan Parkway corridor.
Whether the influx of affordable housing, retail, and municipal infrastructure along Metropolitan Parkway can outpace those safety challenges remains an open question for the neighborhood. For now, Andover Place adds another concrete commitment to a corridor that city officials and developers alike are betting will keep trending upward.
