Neighbors Push Back on Growth and Traffic

Franklin Construction, for its part, says the community is expected to expand affordable housing options for Boerne and the surrounding area, framing the project as part of a broader push into what the company describes as affordable multifamily housing, market-rate developments and build-to-rent communities across Central Texas, according to its own company portfolio. That portfolio also lists more than 1,200 completed senior living units.

On the ownership side, Zillow reports the average Boerne home value was $557,428 as of the end of August, down 0.3% over the past year, with homes going pending in around 38 days, per Zillow.

A Slower Statewide Apartment Pipeline

The state's apartment market topped 2.5 million units in 2024, or roughly one unit for every 11 residents, and deliveries that year exceeded 116,000 units, according to the Texas Real Estate Research Center. That pipeline was projected to roughly halve to about 55,000 units in 2025 as the under-construction backlog peaked, with statewide rent growth expected to stay flat to slightly positive, perhaps around 0.5%.

Whether The Oaks at Cibolo Creek ultimately delivers the affordability its developers describe remains to be seen. For now, the story in Boerne is simpler: after years of planning, construction is underway, and the surrounding neighborhood is watching closely to see what fills in around it.
