Cipher Digital, Fluidstack and Anthropic each pledged just more than $3 million to a newly formed foundation aimed at fixing pipes, valves and storage that residents say have been neglected for decades.

The companies announced the commitment through the newly established Colorado City Water Infrastructure Foundation, according to markets.businessinsider.com. The fund will be administered together with city leaders and directed toward infrastructure priorities the city has already identified, as reported by CW39 Houston.

Colorado City Mayor Ruben Hurt said the money gives the city a strong starting position to tackle repairs that have piled up for years. Per CW39 Houston, Hurt said the foundation may help the city “fix some things without having to raise more taxes or raise more revenue.” Cipher Digital CEO Tyler Page said the foundation's priorities were identified by Colorado City leaders themselves, and that the donation was intended for future generations, according to the same report.

Decades of Deferred Repairs Meet a Breaking Point

The urgency behind the announcement traces back to this year, when storm damage at the city's well pump station left residents without reliable water for days, as reported by Business Insider. CW39 Houston reports Colorado City has water problems that have gone neglected for 40 years or more, a backlog city officials say the new funding could finally begin to chip away at.

Fluidstack's Kate Franco said her company stepped in after hearing about Colorado City's water issues earlier this year, per CW39 Houston, and said residents and the nearby data center can work together. Lee Bratcher, Cipher Digital's head of policy and government affairs, said the company wants to be further ingrained in the Colorado City community, according to the same report.

What the Money Will Actually Fix

The planned work includes replacing Colorado City's aging 16-inch water pipes, adding water-storage capacity and swapping out worn valves, according to streetinsider.com. Once those pipes are replaced, the city intends to dig additional water sources for the town, as reported by bigcountryhomepage.com.

Colorado City has applied for a loan through the U.S. Department of Agriculture to help fund the broader project and expects to close on that loan in January 2027, the outlet reports. City officials have said the water service issues are expected to be fixed sooner rather than later, though the foundation's contribution alone is not expected to cover the entire scope of the work.

The Data Center's Water Footprint

The companies behind the donation say the nearby Barber Lake data center runs on its own on-site water supply and draws nothing from Colorado City's municipal system, according to Business Insider. In a statement reported by kdhnews.com, the companies said the facility's water use will have no impact on local drinking water sources or residential utility bills.

The announcement lands amid a broader statewide reckoning over data centers and water. More than 400 data centers are operating or under construction across Texas, with more planned, according to a University of Texas analysis. That research found data centers currently account for less than 1% of the state's water use, but could account for 3% to 9% by 2040 once electricity-generation water use is included.

A Statewide Pattern of Growth and Scrutiny

Existing Texas data centers were estimated to consume roughly 25 billion gallons of water, or 0.4% of the state's total water use, in 2025, according to the Texas Tribune. That same reporting projected the industry's share could climb to 2.7% of total annual water use by 2030. Houston Public Media has separately reported that statewide data-center water consumption could range anywhere from 29 billion to 161 billion gallons a year by 2030, depending largely on facility size and cooling technology.

University of Texas researchers have recommended greater transparency in the industry's water use and better coordination among stakeholders, the same UT analysis noted. Rural communities elsewhere in the state are watching similar projects closely: Governing reports that Amarillo is weighing whether to sell water to a proposed 5,800-acre Fermi America data-center campus in nearby Carson County, while 30 more data centers are planned for Sulphur Springs in East Texas and four are planned across the Panhandle in Amarillo, Turkey, Pampa and Claude.

For Colorado City, the calculus looks different: rather than competing for water, the data-center companies tied to the Cipher project are funding repairs to a system they say they don't draw from at all. Whether that arrangement becomes a model for other rural Texas towns weighing data-center growth against strained water supplies remains to be seen, but for now, city leaders say the foundation gives them a foothold on infrastructure problems that have waited decades for a fix.
