Arizona State University has been named one of eight universities nationwide to lead a new federal program designed to train the next generation of American manufacturing workers, at a moment when Phoenix-area chipmakers are racing to fill thousands of open jobs. The Foundry School, unveiled September 3 in Washington, D.C., pairs ASU with Stanford, Penn State, Georgia Tech, Ohio State, Vanderbilt, the University of Kansas and Washington University in St. Louis. The initiative arrives as TSMC's Phoenix investment climbs toward $265 billion and as national forecasts warn of a massive shortfall of skilled manufacturing labor in the years ahead.

The program was officially launched by Vice President J.D. Vance and Secretary of State Marco Rubio at the Donald J. Trump Institute of Peace, joined by ASU President Michael Crow and leaders from the seven other partner universities, according to KTAR News 92.3 FM. The Foundry School is a joint effort between the U.S. Department of State and the Department of Labor, which are partnering to hold 17 sessions across the eight universities. Those sessions will bring together manufacturing leaders and executives from the United States, South Korea, Japan, Taiwan and India to share training and workforce-development practices directly with university leadership, per the same report.

Danny Seiden, president of the Arizona Chamber of Commerce, said the Foundry School is meant to support President Trump's goal of onshoring manufacturing and renewing domestic industry. Seiden said the initiative also highlights ASU's deep involvement in the local manufacturing sector, and that the university stands to gain attention, grants and focus as a result of being chosen.

Why the Federal Government Is Betting on University Training

The stakes behind the announcement are steep. A 2024 study by Deloitte and the Manufacturing Institute, cited by federal officials at the launch, projects that U.S. advanced manufacturing industries will face a shortage of 3.8 million skilled workers by 2033, a gap spanning the semiconductor, defense, energy and robotics sectors, as reported by The Floridian. The Foundry School also functions as the primary workforce pillar of Pax Silica, the State Department's broader economic security strategy for securing artificial intelligence, semiconductor and critical mineral supply chains alongside allied nations including Japan, South Korea, Taiwan and India, according to Townhall.

The curriculum itself runs 17 sessions and was co-developed with Stanford University, featuring lectures across the eight partner campuses on factory design, supply chains and plant economics. Those sessions are taught by CEOs and founders from domestic and international manufacturing firms and will be followed by 10 advanced manufacturing capability modules hosted at Stanford beginning in January 2027, per The Floridian's reporting.

ASU's Manufacturing Infrastructure Already in Place

ASU brings existing academic muscle to the table. The university's School of Manufacturing Systems and Networks, housed at the Polytechnic campus in Mesa inside the ISTB12 facility, launched in late 2022 and introduced the nation's first standalone Ph.D. in manufacturing engineering in 2023, focusing on robotics, AI and digital manufacturing systems, according to ASU News. The Ira A. Fulton Schools of Engineering, based in Tempe alongside ASU's Barrett Honors College, enrolls 33,000 students and hosts the largest engineering class in the country, per KTAR News. ASU is also the largest public university in the United States.

The Foundry School will build on education-to-career pathways ASU has already established. In May, ASU's Fulton Schools of Engineering partnered with TSMC Arizona to launch a free, 168-hour equipment technician training program that offers graduates guaranteed job interviews at TSMC's Phoenix fabrication plants, as Hoodline previously reported. TSMC has said it aims to fill more than 100 technician roles through that pipeline by late 2026.

A Local Boom With a National Labor Gap

The timing lines up with a dramatic expansion of TSMC's footprint in north Phoenix. The chipmaker expanded its planned commitment there by an additional $100 billion in mid-2026, pushing its total projected Arizona investment to $265 billion across as many as 12 fabrication, packaging and research facilities, a scale of growth that has spurred local supplier, infrastructure and housing development. Late last month, the Arizona Commerce Authority led a delegation of more than 100 state, university and business leaders to Taiwan for SEMICON Taiwan and workforce summits, marking the state's third semiconductor trade mission to the island this year, according to Hoodline's coverage of that trip.

Yet the state's manufacturing job numbers tell a more complicated story in the near term. Arizona employed roughly 191,300 manufacturing workers in 2026 but actually lost 600 manufacturing jobs year-over-year, a 0.31 percent decline, through July, as the statewide unemployment rate reached 4.9%, according to Common Sense Institute data from August. It is a reminder that turning enormous capital investment into filled local jobs takes time, even as federal and university programs race to build the pipeline.

That federal push has deep roots. CHIPS and Science Act awards finalized in late 2024 granted TSMC $6.6 billion in direct funding and $5 billion in loans, alongside $7.8 billion for Intel's expansion in Chandler, funding aimed at reshoring supply chains and boosting domestic chip output, as Hoodline reported at the time. With the Foundry School now layered on top of those investments, the open question is how quickly a new class of trained workers can actually step into the jobs Arizona's chip boom is creating.
