An $18.5 million affordable housing community for older adults is moving forward in Bridgeton after state housing officials approved the final piece of financing needed to break ground. The New Jersey Housing and Mortgage Finance Agency's board signed off on mortgage financing for Bridgeton Phoenix Senior Village, a 64-unit development set aside for residents aged 55 and older, including people with additional support needs.

The financing package includes an $855,000 permanent mortgage loan through NJHMFA's Agency Revenue Bond Financing Program along with a $1.2 million subsidy loan through the Special Needs Housing Trust Fund, according to ROI-NJ. The project had already secured a competitive 9% Low-Income Housing Tax Credit allocation back in 2024, and this latest mortgage commitment was described as the final stage standing between the development and construction. Of the 64 total units, 13 will be reserved specifically for people experiencing homelessness.

Construction Timeline and What's Being Built

Ground work is expected to begin this month, with the community slated for completion in November 2027, per the same report. Once finished, Bridgeton Phoenix Senior Village will include a multipurpose community room, laundry rooms, sitting areas equipped with kitchen facilities, rental offices, and off-street parking for residents.

The Special Needs Housing Trust Fund Program, which is helping finance a chunk of the project, is designed to create opportunities for individuals with additional support needs to participate in their communities and access necessary services. The fund specifically supports the integration of supportive units within larger family and senior housing developments, allowing residents who need extra assistance to live alongside their neighbors rather than in separate, isolated facilities.

A Location Built Around Daily Needs

The property sits in a mixed-use neighborhood in Bridgeton, within walking distance of religious institutions, restaurants, grocery stores, supermarkets, schools, a public bus stop, a library, and medical offices, the outlet's report notes. Additional community resources — including government offices, police and fire stations, a hospital, banks, a park, a museum, and a post office — are all within two miles of the development, according to the same account.

NJHMFA Executive Director Melanie R. Walter framed the project as a direct response to housing needs in the region. “Bridgeton Phoenix Senior Village will expand affordable housing opportunities in Cumberland County while providing residents with quality homes, convenient amenities, and access to the services they need to age with dignity,” Walter said, per ROI-NJ.

Part of a Broader Push for Supportive Housing

Bridgeton's project lands amid wider conversations about the link between housing costs and homelessness. Pew Research Center has reported that in several metro areas where homelessness rose sharply, rents climbed faster than the national average — a dynamic that provides context for Bridgeton's plan to set aside 13 units for people experiencing homelessness. A similar approach played out recently in California, where a 23-unit supportive housing project in unincorporated Santa Barbara County on the edge of the Goleta city line, reported as a $23.7 million effort backed by state funding and loans, opened for formerly homeless tenants, according to the Independent.

With financing now locked in, Bridgeton Phoenix Senior Village joins that growing list of projects aiming to pair affordable senior housing with dedicated space for the region's most vulnerable residents. For now, the focus in Cumberland County shifts to breaking ground and keeping the project on track for its November 2027 completion date.
