A new circus has rolled into downtown Fredericksburg, and it is not the kind with a tent that packs up and leaves. Brooke's Boujee Bar, a theatrical cocktail lounge dressed up with circus-tent decor, animal motifs and a planned Ferris wheel, opened on September 1 directly across the street from its sister venue on Main Street.
The bar sits at 411 E. Main St. in Fredericksburg, Texas, and is owned by 29-year-old entrepreneur Brooke Rogan, according to MySA. It is the latest addition to a small hospitality empire Rogan has built since returning to her hometown during the pandemic, a timeline the outlet has tracked closely, from a mobile wine-tour bus to her flagship brick-and-mortar bar.
Guests can walk freely between Brooke's Boujee Bar and Brooke's Bubble Bar, the all-pink champagne bar located across the street that first put Rogan on the map with themed nights, caviar bumps and viral TikTok moments, per the same MySA report. The new spot leans into theatrical decor, circus-tent vibes and photo opportunities, with wild-animal touches running through both the design and the drink menu.
Giraffes, Zebras And Monkeys On The Menu
The cocktail list plays directly into the circus theme. Signature drinks include the Giraffe Gin Fizz, the Rum-Striped Zebra and the Monkey Margarita, the report notes, alongside plans for a Ferris wheel and caviar service on-site.
Rogan, who graduated from the University of Houston in 2018, told the outlet she believes there is nothing quite like the concept in Fredericksburg, or perhaps anywhere else in Texas. “These are my monkeys, and this is my circus,” Rogan said, according to the same article.
The new bar builds on a rapid run of openings. Rogan launched Brooke's Bubble Bus for wine tours in 2020, opened her flagship Brooke's Bubble Bar in December 2023, and debuted an outdoor Pink Prosecco Playground in November 2024. The bubble bus continues to offer charters for girls' trips, bachelorette parties and winery tours.
A Loophole That Lets Drinks Cross The Street
The ability to bounce between the two bars is possible because Fredericksburg allows visitors to legally carry open containers of beer or wine, purchased from licensed establishments, in clear plastic cups up to 16 ounces along historic Main Street. It is one of only a limited number of Texas municipalities with a designated entertainment district permitting that kind of public drinking, a distinction covered in earlier MySA reporting on the area's nightlife rules.
Over at the flagship Bubble Bar, drink prices range from $5 pink beers up to $8-to-$25 glass pours of champagne, with the $12 Pink Frosé standing as the most popular item on the menu. That location also includes a private event space called the Limo Lounge.
Boomtown Numbers Behind The Boujee Bar
Rogan's expansion is riding a broader wave. Fredericksburg draws more than 3 million visitors a year and generates $175 million in direct visitor spending while supporting 1,200 local jobs in a town of just 11,500 residents, according to CultureMap Austin. Gillespie County's sales tax revenue has doubled from $4.6 million to $9.3 million over the past decade, while its property tax base has nearly tripled from $3.5 billion to $10.4 billion, per the Gillespie County EDC.
Small, independently owned concepts like Rogan's dominate the local commercial landscape; roughly 98.5% of Fredericksburg businesses are small or micro-businesses, a share sustained in part by historic district guidelines that keep national chains off Main Street, CultureMap Austin reports. The Hill Country region, home to more than 100 wineries, ranks as the second-most visited wine tourism destination in the country behind Napa Valley, according to Hoodline's coverage of a nearby Stonewall wine room.
Growth Collides With Public Safety Concerns
The nightlife boom is not without friction. Public intoxication and driving-while-intoxicated charges account for roughly 60% of all annual arrests in Fredericksburg, according to Texas Fine Wine data cited in that same Hoodline report, which noted that local leaders and the Texas Alcoholic Beverage Commission have discussed potential adjustments to open-container rules to manage public safety as party buses and tourist groups pour into downtown.
The tension sits alongside striking statewide figures: a 2025 WineAmerica economic impact report found the Texas wine industry generates $24.39 billion in annual economic activity and supports more than 136,000 jobs statewide, ranking the state second nationally behind California in wine economic output. Fredericksburg alone captures about 65% of all Texas wine tourism activity despite representing just 15% of the state's vineyard acreage, according to Texas Tourism data.
For now, Brooke's Boujee Bar joins a fast-growing cluster of themed venues transforming Fredericksburg's historic core, one that already includes Rogan's champagne bar across the street and a wave of other new concepts recently chronicled by Hoodline, including a Gulf Coast seafood spot and a new KOA resort built to handle the crowds.
