A 23-year-old man was wounded early Monday morning when a gunman fired multiple shots at a home in Dover's Capitol Park neighborhood, then made his own way to the hospital in a private vehicle rather than waiting for an ambulance. Delaware State Police say the shots came from an unknown vehicle, and investigators have not released a description of the shooter, the vehicle, or any motive for the attack.
According to a Delaware State Police press release, troopers first responded to Bayhealth Hospital's Kent Campus at approximately 1:20 a.m. on September 7 after the emergency department reported that a 23-year-old man had arrived with a non-life-threatening gunshot wound. Police say the shooting itself happened in the 200 block of South Governors Boulevard in Capitol Park, where an unknown suspect fired multiple shots at the residence from an unidentified vehicle, per Shore News Network. The victim was treated for his wound at Bayhealth Kent, and his identity has not been released.
Why State Troopers, Not Dover Police, Are Investigating
Capitol Park is an unincorporated Kent County neighborhood, which places it under the jurisdiction of Delaware State Police Troop 3, based a short distance away on South State Street in Camden, rather than the municipal Dover Police Department. The case is being handled by the Troop 3 Criminal Investigations Unit, the same report notes. Even so, residents of Capitol Park still depend on Dover for emergency medical care: Bayhealth Hospital's Kent Campus on South State Street operates a 24-hour Level III Trauma Center that logs more than 50,000 emergency department visits a year, according to Bayhealth Medical Center facility records.
The victim's decision to reach the hospital under his own power echoes past incidents on the same street. State police previously investigated a fatal shooting in February 2016 on the same 200 block of South Governors Boulevard, in which a 23-year-old man was shot in a yard and also transported to Bayhealth Kent General Hospital by private vehicle, according to Delaware State Police archives. Troopers also investigated a non-fatal drive-by shooting in Capitol Park in October 2024, when a 17-year-old was shot in the leg outside a home in the 100 block of the same boulevard, per a Delaware State Police bulletin.
A Second Dover-Area Shooting in Days
Monday's shooting came just two days after authorities were already investigating a separate, fatal shooting in Dover. As Hoodline previously reported, 18-year-old Foster Trader was killed outside a CAVA restaurant on North DuPont Highway on September 4, meaning two separate shootings wounded one person and killed another in the Dover area within roughly 48 hours.
State and federal agencies have periodically coordinated broader anti-violence operations in the region, including an FBI Baltimore Field Office sweep that resulted in more than 100 arrests across Delaware and Maryland, Hoodline reported in August. It remains unclear whether that broader enforcement effort has any connection to the Capitol Park case, and no such link has been established by investigators.
Potential Charges if a Suspect Is Identified
Delaware law imposes steep penalties for gun crimes of this kind. Firing shots into or toward an occupied residence can constitute First-Degree Reckless Endangering, a Class E felony under Title 11, Section 604 of the Delaware Code when the conduct creates a substantial risk of death, according to WomensLaw.org. Separately, a conviction for Possession of a Firearm During Commission of a Felony under Title 11, Section 1447A is a Class B felony carrying a mandatory minimum of three years in prison that cannot be suspended or served alongside other sentences, per the Delaware Code.
