Those accounts document the latest impacts, but they do not establish that every affected location shares the same drainage problem or that the township's flooding is becoming more frequent.

Elizabeth Township identifies itself as an MS4 permittee administered by the Pennsylvania Department of Environmental Protection under state and federal stormwater rules. The township says its permit requires a 10% reduction in sediment loading in the Fallen Timber Run and Wylie Run watersheds, estimated at approximately 72,811 plus or minus pounds per year, according to its stormwater information.
