A New Orleans food truck known for scratch-made savory and sweet treats is trading its wheels for a storefront. Dycore Mobile Luxe plans to open a brick-and-mortar café at 13370 Chef Menteur Highway in New Orleans East, serving breakfast, lunch, and dinner with a grab-and-go model built around quick service.
The move comes from co-owner Cassandra Charlot, who relocated to New Orleans East from Miami and, as reported by WhatNow, said the area has limited convenient to-go and carryout food options. The café will offer fresh-made and handmade food, including signature salads, rotating fresh parfaits, and house-made lemonade, according to the same report. Hot entrées will be prepared off-site in a commercial kitchen, keeping the storefront itself focused on assembly and quick service rather than full cooking operations.
Charlot told the outlet that customers will be able to grab a sandwich and coffee and sit for about 20 to 30 minutes, with a few seating options built in for anyone who wants to linger briefly. The café also plans to offer complimentary coffee daily from 6 a.m. to 11 a.m. local time. The space is currently undergoing final build-outs and equipment installations, with Charlot aiming to open in mid-to-late fall ahead of the holiday season, per the report.
A Café Built Around Youth Entrepreneurship
Beyond the menu, the café is designed to serve as an extension of the Decor Legacy Foundation, Charlot's nonprofit organization, per WhatNow's reporting. Charlot said the café will help children learn entrepreneurship without being around an oven or hot stove, since the location does not have the age-restricted equipment found in commercial kitchens. That setup is meant to give kids hands-on business experience.
The café's youth-focused setup keeps children away from ovens and hot stoves while providing hands-on business experience; the U.S. Department of Labor is included as a general reference. Louisiana law adds its own protections on top of that: House Bill 156, enacted in June 2024, mandates that employers give minor employees under 16 a 30-minute break for every five consecutive hours worked, according to Vensure.
A Corridor City Hall Is Betting On
New Orleans East innovation and industrial corridors have been discussed as ways to spur private investment and job growth, according to the City of New Orleans. Separately, Greater New Orleans, Inc. and municipal leadership launched the New Orleans East Investment and Jobs Corridor initiative in July 2026 to identify sites and improve infrastructure across the area.
The property itself has 1,381 square feet and is listed as a 4-bedroom, 2-bath property, according to real estate records reviewed by Movoto. The New Orleans Redevelopment Authority has also been associated with a small-business marketing program in low- and moderate-income areas.
Filling a Longstanding Gap in Fresh Food
The café's grab-and-go concept is centered on quick-service food and drink. Recent retail moves along the corridor include the February 2026 opening of a full-service Rouses Markets supermarket at 9701 Chef Menteur Highway, which replaced a former Winn-Dixie — a project Hoodline covered as a milestone for the area.
Dycore Mobile Luxe itself operates as the catering and food service division of DYCORE LLC, a lifestyle and event brand founded by Charlot. The brand has also been associated with catering and community events in Greater New Orleans. The planned café menu includes fruit parfaits and house-made lemonades. Whether Charlot intends to pursue NORA's corridor grant funding hasn't been detailed publicly.
