
A long-vacant building on South Grand Boulevard is being rehabilitated into 16 affordable apartments at the Grandview Arcade.

What Renters Can Expect Inside
The Grandview Arcade's 16 new affordable units break down into three three-bedroom apartments, 10 two-bedroom apartments, and three one-bedroom apartments, the outlet's report notes.
Marquette Homes includes affordable housing with income restrictions. Lutheran Development Group describes the project as bringing 60 new and rehabilitated affordable units to the neighborhood.
Preserving a South Grand Landmark
The rehabilitation team worked to preserve pieces of the Grandview Arcade's history even as it modernized the interior. Crews preserved the building's terrazzo floors, and molds were used to create 3D items.
The new apartments include windows designed to block noise from the busy South Grand thoroughfare. The units also include multiple-bedroom layouts usable by families as the building shifts from empty landmark to functioning housing.
More than 50,000 St. Louis households are cost-burdened.
Income Limits and the Citywide Housing Picture
Grandview Arcade income limits for a family of four are $33,400 and $66,840. According to the City of St. Louis Community Development Administration, HUD income limits are adjusted for household size and geographic area, and eligibility requirements can vary by program. In an April 2025 impact report, the City of St. Louis Community Development Administration said the city was subsidizing development of 3,624 affordable units, including 925 units under 30% of area median income and 244 for-sale homes. That citywide snapshot provides context for the Grandview Arcade’s 16 apartments.
