A juvenile was seriously injured and airlifted to a hospital after medics found the child lying along Trenton Franklin Road in Madison Township just after 1 a.m., in what fire officials describe as an apparent collision between a vehicle and a bicycle. The crash remains under investigation.
According to the WHIO TV, the Madison Township Fire Department said medics responded to the 5700 block of Trenton Franklin Road after dispatchers received an initial call about a person lying in the road. When crews arrived, they discovered a juvenile had possibly been hit by a vehicle while riding a bicycle and determined the injuries were serious enough to request a medical helicopter.
The child was flown by CareFlight to a local hospital, per the station's report. Butler County's air ambulance response is handled by Premier Health's CareFlight Air and Mobile Services, based out of Miami Valley Hospital in Dayton and serving 17 counties across Southwest Ohio and Indiana, according to Premier Health. Miami Valley Hospital operates the region's only adult Level I Trauma Center.
A Rural Corridor Mid-Overhaul
The stretch of roadway where the crash occurred has been the site of an active infrastructure project this year. The Butler County Engineer's Office began a $3.9 million road widening and bridge replacement effort in March along a 1.2-mile stretch of Trenton Franklin Road from Howe Road to about one-half mile south of S.R. 122, adding wider paved shoulders, extended culverts, and rumble stripes. Madison Township is described as a semi-rural area of northern Butler County, where emergency response relies on coordination between the Madison Township Fire Department and Butler County Sheriff dispatchers, connecting farmland to nearby Trenton and Middletown.
What Ohio Law Requires of Nighttime Cyclists
The overnight timing of the crash raises questions about visibility on the rural road. Under Ohio Revised Code Section 4511.56, any bicycle ridden on a public roadway between sunset and sunrise must have a front white light visible 500 feet to the front and 300 feet to the sides, along with a red rear reflector visible from 100 to 600 feet to the rear under stated conditions; a red rear lamp visible 500 feet is also required unless it also serves as the reflector, according to the City of Cincinnati. State rules also require cyclists to ride as near to the right side of the roadway as practicable while otherwise following the same traffic laws that apply to motor vehicles, per the City of North Canton.
Ohio does not have a statewide bicycle helmet mandate for juveniles or adults, leaving such requirements up to individual municipalities, according to the law firm Kisling, Nestico & Redick. Local helmet requirements are a matter for individual municipalities. It is not known from available reporting whether the juvenile was wearing a helmet or whether the bicycle was equipped with lights at the time of the crash.
Investigators have not said whether the driver involved remained at the scene, and the exact age and condition of the injured juvenile have not been released. It also remains unclear which agency is leading the crash reconstruction.
