Federal Approval Cleared the Way for a Desert Corridor

The groundbreaking follows a lengthy federal review. The Bureau of Land Management issued its formal Record of Decision approving the project on June 5, 2026, authorizing construction across roughly 4,900 acres of federal public land, after a review process that began with formal public scoping in August 2023, according to the Bureau of Land Management. Federal environmental planning documents describe a corridor west of the Spring Mountains connecting Las Vegas, Pahrump, and Indian Springs, where an existing single-circuit 230-kilovolt line will be upgraded to a double-circuit 230-kV or 500-kV system, looping around the mountains along existing utility rights-of-way to limit visual and land impacts.

The equipment now headed to job sites has been arriving for months. Heavy electrical gear for the Southern Nevada substations began showing up in Pahrump Valley in late 2025, requiring police-escorted oversized semi-truck transports along State Route 160 coordinated with state transportation alerts, the Pahrump Valley Times reported.

A Corporate Lineage Rooted in a Local Utility Sale

GridLiance West is a subsidiary of NextEra Energy Transmission, which acquired GridLiance in 2021 after federal regulators approved the purchase of its multi-state transmission portfolio. The Southern Nevada system it operates traces back to September 2017, when GridLiance West bought the network from the member-owned Valley Electric Association in a $200.6 million deal that let the local utility pay down debt and fund community initiatives such as broadband, per the Pahrump Valley Times. The system now operates under the functional control of the California Independent System Operator, physically linking Southern Nevada's grid to California's wholesale energy market and allowing the region to export desert solar power while importing regional electricity.

Why Nevada Needs the Extra Gigawatt

The scale of the demand driving this buildout dwarfs the new capacity itself. NV Energy's 2026 Integrated Resource Plan identified roughly 22,000 megawatts of potential new electricity demand statewide, driven largely by proposed data centers, compared with Nevada's current system peak of about 8,500 megawatts, according to the Las Vegas Sun. Data centers currently account for about 5% of NV Energy's statewide retail electricity sales but are projected to represent 64% of total sales by 2046, per Western Resource Advocates. Against that backdrop, the Core Upgrades Project's added gigawatt is substantial but still an incremental step relative to the demand already stacking up in utility queues.

That tension is playing out most visibly in Nye County. GridLiance's expanded lines and substations are the connective tissue for other major projects in the pipeline, including the Mosey solar project near Pahrump, a proposed 500-megawatt solar-and-storage facility that would connect via GridLiance's planned Trout Canyon Substation. But not everyone in the region is eager for more hyperscale growth: Nye County's Pahrump water board has pushed for a moratorium on new data centers over concerns about water and power demands tied to prospective hyperscale campuses seeking grid connections in the area.

State Leaders Push Regional Coordination

Governor Lombardo has been building policy alongside the physical infrastructure. On June 30, 2026, he joined 10 other Western governors in signing a bipartisan agreement endorsing the Western Transmission Expansion Coalition roadmap, which established a Permitting Alignment and Coordination Task Force aimed at reducing regulatory delays across state lines, according to the Nevada Governor's Office. The governor has also backed other large infrastructure moves tied to the state's data center growth, including a gas pipeline proposal to power Tahoe-Reno data hubs.
