Steven Downing Jr. stood in a Mecklenburg County courtroom Tuesday and apologized to the family of the man he shot and killed outside a south Charlotte bar last year, after pleading guilty to second-degree murder and accepting a sentence of 12 to 15 years in North Carolina state prison. The plea resolves a case that began in the early hours of August 2, 2025, when 39-year-old Stephen “Jay” Carroll II was gunned down outside a bar on South Boulevard.
According to prosecutors' account reported by WCNC, Downing and Carroll had been drinking together inside the bar when Downing's disruptive behavior got both men kicked out. The dispute spilled onto the sidewalk, where an argument escalated until Downing shot Carroll in the neck. Police officers found Carroll suffering from the fatal gunshot wound in the 6200 block of South Boulevard near Archdale Drive after responding to an assault call shortly before midnight, according to WSOC-TV. Paramedics took Carroll to a local hospital, where he was pronounced dead.
Charlotte-Mecklenburg Police Department detectives arrested the 29-year-old Downing the next day, August 3, 2025, initially charging him with murder and robbery with a dangerous weapon, per a statement from the department. He was interviewed at the law enforcement center before being transferred to sheriff's custody. Under North Carolina General Statutes § 14-17, prosecutors ultimately resolved the case as second-degree murder, a charge defined as an intentional killing committed with malice but lacking the premeditation required for a first-degree murder conviction, as explained by FindLaw.
Family Speaks of Forgiveness and Daily Loss
Carroll's family remembered him in court as a hardworking, energetic, and reliable father of three young sons, the station's report noted. Family members wore customized shirts displaying his face during the proceeding. Carroll went by the nickname Jay among family and friends.
Speaking in court, Carroll's uncle, Tony Littlejohn, said the family chose to forgive Downing so they could find peace. His aunt, Kimberly Neely, said relatives speak Carroll's name every day to keep his memory alive. According to WSOC 9, the family spoke with the station after the hearing and described beginning to feel some closure now that the case has reached its conclusion.
A Pattern Charlotte Police Say Keeps Repeating
The shooting fits into a broader pattern CMPD Chief Estella Patterson described during a July public safety update, when she said homicide investigators continue to see deadly shootings arise from personal arguments that escalate rapidly because of easy access to firearms. Charlotte recorded 96 homicides in 2025, even as overall crime in the city fell by 9% and violent crime dropped 21%, according to police data reported by Axios Charlotte in January. A midyear update from the City of Charlotte released in July showed CMPD investigated 40 homicides through the first six months of 2026, a 3% increase over the same period the year before, while the department maintained a 75% homicide clearance rate.
The South Boulevard corridor near Archdale Drive, where Carroll was killed, has continued to see violent incidents in the time since. Hoodline previously reported on a late-night gas station stabbing near the same stretch, as well as a stray bullet from a nearby club that struck a CATS bus and injured its driver. CMPD had initially sought the public's help identifying a suspect in Carroll's case before Downing's arrest.
