
A man was shot in the arm late Saturday night near Portland's Union Station, and the officers who found him along Northwest Ironside Terrace applied a tourniquet to his wound before paramedics could get him to a hospital. Police were dispatched to the scene off Northwest Naito Parkway around 9:30 p.m. after a report that someone had been shot and injured near the historic train depot.
According to KPTV, Portland Police Bureau officers responding to the call found a man who said he'd been shot in the arm. Officers called for paramedics and, per police, applied a tourniquet to stop the bleeding while emergency medical crews made their way to the scene. As of publication, KPTV described the incident as a developing story with no additional information available, including the man's condition, any potential suspect, or a motive.
The ability of officers to step in with trauma care before EMS arrives isn't incidental. Portland Police Bureau patrol officers carry Individual First Aid Kits and are trained in Tactical Emergency Casualty Care, a program built specifically to help them apply tourniquets to severe limb wounds in the critical minutes before paramedics reach a scene, according to Police1.
A Stretch of Naito Parkway With a Violent History
Northwest Ironside Terrace sits along the eastern edge of Union Station's transit complex, running next to the McCormick Pier condominium community on the Willamette River, according to planning documents from Prosper Portland. It's not the first time this specific corner of Old Town has drawn a heavy police response. In May 2025, officers investigated a fatal shooting near the same intersection of Northwest Naito Parkway and Northwest Ironside Terrace, closing the roadway for several hours while homicide detectives processed the scene, per KGW; the victim in that case was identified as 49-year-old Froilan Ortiz.
Roughly a year and a half earlier, in January 2024, a 32-year-old man was killed in a stabbing on Northwest Naito Parkway, prompting police to seal off the road between Northwest Davis Street and Northwest Ironside Terrace, the Portland Tribune reported. In that earlier case, private security applied trauma first aid before officers and paramedics arrived.
Citywide Shootings Down, but Old Town Still a Flashpoint
The shooting comes even as Portland's overall gun violence numbers have fallen sharply. The city recorded 525 shooting incidents in 2025, a 30% drop from 747 the year before and the lowest annual total since 2019, according to a report cited by KATU. The Portland Police Bureau also investigated 52 homicides in 2025, down 41% from the prior year and far below the record 96 homicides logged in 2022, per the bureau's own 2025 annual report.
Much of that decline has been credited to targeted enforcement in the precinct that covers Union Station and the surrounding Old Town area. Central Precinct officers completed 29 data-driven safety missions across downtown and Old Town in 2025, resulting in 136 arrests and 60 behavioral health or addiction deflections, the bureau's annual report states. Even so, the bureau has continued to operate short-staffed, with roughly 804 sworn officers on the books against an authorized force of 1,037 as of 2026 — a gap that has affected emergency dispatch response times, according to data compiled by Omnilert.
The area's ongoing redevelopment adds another layer to the story. Union Station and the Ironside Terrace corridor fall within a long-term planning district led by Prosper Portland, aimed at upgrading passenger rail facilities and nearby commercial properties. Northwest Naito Parkway itself was reconfigured by the Portland Bureau of Transportation to convert travel lanes into buffered, protected bike and pedestrian paths, according to BikePortland, changing the physical layout of the corridor where officers now regularly set up emergency perimeters.
