
A stormwater basin near Blanco Road and Loop 1604 on San Antonio's North Side has turned into standing water that residents say will not drain, and neighbors report the site has become a breeding ground for mosquitoes just as West Nile virus season stretches into its fifth month. Tenchita Flores, who lives nearby, calls it a mosquito factory, and she says the basin is enormous and extremely deep.
Flores and her husband Alfredo have pushed for years to get the basin fixed, according to KABB, which first reported on the standing water and the family's long-running efforts to resolve it. The outlet reports that Flores has contacted Sonterra property owners, Stone Oak property owners, San Antonio Water System, the Texas Commission on Environmental Quality, and the city's 311 line trying to get the basin unclogged. Recent heavy rains have only worsened the standing-water problem, the report notes.
Per Flores, TCEQ engineers visited the basin a few years before 2026, and the basin drained for six to eight months afterward before stopping again. State records cited in the report show TCEQ issued a violation to the regulated entity in June 2024 for failing to maintain the basin, and the regulated entity took corrective action afterward. TCEQ has since said the problem was solved after that corrective action, though the basin has not fully drained since then, per the account relayed by Flores.
A New Investigation and an Unresponsive Owner
TCEQ launched a new investigation into the site in June 2026. Flores says the property owner, based in Austin, has not responded to her contacts about the basin. Basin property owners are responsible for unclogging and maintaining the structure, and San Antonio Water System has notified the owner that the site is out of compliance and required corrective action, the station's report notes.
If the problem isn't solved, TCEQ may issue enforcement penalties, including fines, against the responsible party. That enforcement authority traces back to the Texas Water Code, which lets the state agency levy administrative penalties against regulated entities that fail to maintain required stormwater facilities or comply with their environmental protection plans, according to the Texas Commission on Environmental Quality. Stormwater structures built in the Edwards Aquifer recharge and contributing zones in Bexar County, where this basin sits, must also maintain approved environmental protection plans and technical best-management practices under Chapter 213 of the Texas Administrative Code, per the agency's Edwards Aquifer Protection Program.
Why the City Can't Just Spray It Away
Even though the basin sits within city limits, San Antonio's vector control treatments like fogging and larvicide application are legally restricted to public property and rights-of-way, according to the City of San Antonio. Metro Health has urged property owners to eliminate standing water on their own land, since the city says its Storm Water Utility handles public drainage infrastructure while private owners are responsible for maintaining, unclogging, and repairing their own on-site detention basins. Residents can still report standing water through 311, but city crews cannot spray private yards or private facilities like this basin.
Flores says she has received two or three notices about the West Nile virus situation in her area, and she describes many mosquitoes in the neighborhood. She and other North Side neighbors say they have avoided spending time in their yards this summer, and Flores says she now relies on insect repellents to ward off bites.
An Unusually Early and Risky Mosquito Season
This year's West Nile season in San Antonio started in May 2026, and it began abnormally early. Texas Public Radio reported that Metro Health detected the virus in a mosquito trap near Hillcrest Drive and Bandera Road in early May, months ahead of the typical seasonal timeline, according to Texas Public Radio. A combination of early heat and heavy rain created ideal conditions for rapid mosquito development this year.
Metro Health has warned that heavy rainfall, high temperatures, and humidity together create ideal breeding conditions for mosquitoes, and late-August storms that swept through San Antonio left widespread standing water across local neighborhoods while crews focused on debris and infrastructure recovery, according to the City of San Antonio. Culex mosquitoes, the primary carriers of West Nile virus in Texas, prefer stagnant, bacteria-laden water for breeding and can develop from eggs to biting adults in as little as seven to 10 days, per Texas A&M AgriLife Extension research cited by Richardson Today. The stakes extend beyond nuisance bites: state health data reported by the San Antonio Report showed 455 human cases of West Nile virus disease and 56 related deaths recorded across Texas in 2024. North Central San Antonio has been flagged before for virus activity, including a West Nile-positive mosquito pool detected near West Avenue and Blanco Road in August 2025 that triggered targeted city spraying in that area.
