Arthur Lee Jackson was sentenced to 20 years in prison after pleading no contest to robbery and being an accessory. The negotiated resolution ended a prosecution that began with robbery charges and later included a murder charge; the remaining charges were dismissed.
The case stemmed from the Jan. 21, 2021, shooting death of 28-year-old Lucio Monzon-Funes during an armed robbery on the 8200 block of D Street, according to The Mercury News. Jackson was charged with 30 felonies that year. Prosecutors added a murder charge two years later, after police said they had linked him to the gun used to kill Monzon-Funes.
A Spree Prosecutors Say Targeted Latino Victims
By 2023, Jackson faced more than 20 robbery or attempted-robbery counts, along with the murder charge, according to the same outlet. An earlier report that year listed 20 robbery-related counts and also described charges involving a felon in possession of guns and ammunition, leaving a discrepancy between the reports on the precise counts. Police said at the time that Jackson appeared to be targeting Latinos in the alleged crimes.
The 2023 account said Monzon-Funes was shot around midnight outside his home on D Street after a man allegedly demanded money and valuables from him. The killing brought a homicide charge into a case that had begun with a series of alleged robberies.
Oakland Context and a Separate Case
Oakland recorded 134 killings in 2021, its highest homicide total in 15 years; the city recorded 148 killings in 2006, CBS San Francisco reported. That citywide figure provides context, but does not establish a broader pattern connected to Jackson’s case. In a separate Oakland case, Zikih Nobles pleaded no contest to manslaughter in the Nov. 5, 2017, killing of Soane Mausia during a multi-day crime spree and agreed to a 22-year sentence, the East Bay Times reported. That case ended in a manslaughter plea, unlike Jackson’s case, which concluded with pleas to robbery and being an accessory.
Plea Deal Ends Years-Long Prosecution
The prosecution ended without a trial. Jackson pleaded no contest to robbery and being an accessory; the remaining charges, including the murder count, were dismissed under the agreement. He received a 20-year prison sentence, with credit for more than five years already spent in jail while the charges were pending, according to The Mercury News.
