Clark County deputies arrested 41-year-old David Young after a confrontation at an apartment complex in Hazel Dell. Young, a registered sex offender, faces rape, kidnapping and assault charges stemming from a 17-year-old girl’s allegations that he attacked her with a knife, strangled her and held her against her will.

KGW reported that the teen called 911 Tuesday night shortly after 10 p.m. She told authorities the assault involved a knife, strangulation, confinement and sexual assault, and that she fled to Oregon. KGW detailed the allegations and deputies’ response.

Deputies Surround Hazel Dell Apartment

According to KGW, deputies responded to Young’s apartment near the 1700 block of Northeast Minnehaha Street and set up a perimeter after learning of the allegations. Deputies later saw Young moving around the complex before he went into a residence; when they approached, he went back inside.

KGW reported that Young later tried to leave by crossing fences and did not comply with commands to surrender. Deputies used a drone to locate him.

K-9 Ajax Forces Surrender

KGW reported that deputies deployed K-9 Ajax after Young refused to come out. Young closed the apartment door on the dog, striking its head and feet, then surrendered shortly afterward and was taken into custody.

Young was booked into the Clark County Jail. KGW reported that he faces charges of first-degree assault, first-degree kidnapping, first-degree rape and second-degree assault for strangulation, each with a domestic-violence modifier.

Registry Context and Local Support

The Washington Association of Sheriffs and Police Chiefs says the state publishes Level II and III registrants, as well as noncompliant or transient Level I registrants. Young’s registration alone does not establish his risk level.

YWCA Clark County says its Sexual Assault Program provides 24-hour legal, medical and general advocacy to survivors and their families and friends.

Possible Sentence Remains Unknown

The charges are allegations; whether Young will be convicted or sentenced has not been determined.
