The liquor license application, filed with the Washington State Liquor and Cannabis Board, lists Sarah Loertscher and Timothy Niles Peacock as applicants and requests restaurant lounge service for spirits, beer, and wine.
As reported by WhatNow, the request also covers a direct-shipment receiver license limited to Washington, along with off-premise wine sales, growlers for takeout or delivery, and premixed cocktails and wine to go. The state filing does not include a menu, operating hours, or an opening date, according to the same report, leaving plenty of the concept's specifics still unconfirmed.
Per Davey Wilde's reporting cited in that account, Rooster is described as an all-day bagel concept — a description that lines up with earlier coverage from the Edmonds Beacon, which cited a Glassdoor recruitment posting formally calling the business an all-day bagel café, kitchen, and bar. That same posting pointed toward an opening around late summer 2026, though no firm date has been confirmed.
A Familiar Name Behind the New Concept
Timothy Niles Peacock is already a known quantity in Edmonds dining circles. He operates Niles Peacock Kitchen and Bar at 178 Sunset Ave. S., where the menu includes appetizers, salads, and desserts alongside pizzas made with a 138-year-old sourdough starter. Before striking out on his own, Peacock served as director of operations at Edmonds establishment 190 Sunset and was named Best Bartender in Western Washington on KING 5 television, according to HeraldNet.
Peacock's culinary resume extends beyond cocktails and pizza dough. In March 2024, he was invited to join the World Pizza Champions team to represent Edmonds and compete internationally against top global pizza chefs, as reported by FOX 13 Seattle. He also has a specific history with bagels: in 2013, he won first place in the non-traditional category for a Parmesan-crusted sourdough bagel and second place for best schmear at the Artisan Bakery East and Pizza & Pasta Northeast Expo in Atlantic City, per the Edmonds Beacon.
Replacing a 17-Year Neighborhood Fixture
The 515 Main Street building has history of its own. It was home to The Loft Kitchen & Bar for 17 years before that restaurant closed permanently in late 2025, when owners Niko and Paula Raptis departed and Peacock purchased the property, according to My Edmonds News. The commercial parcel itself is modest — an 882-square-foot building constructed in 1970 on a 3,049-square-foot lot in Snohomish County, per property records from Compass Real Estate.
Public notice documentation posted on-site in June 2026 identified the liquor license application as filed under the corporate entity name Foghorn, LLC, doing business as Rooster, according to a post on r/EdmondsWashington on Reddit. The 500 block of Main Street sits in the heart of downtown Edmonds, near long-standing food and beverage spots like Maize & Barley at 525 Main Street, per the Edmonds Downtown Alliance.
Landing in a Shifting Bagel Market
Rooster's arrival comes amid notable turbulence in the Puget Sound bagel scene. Seattle-based regional chain Blazing Bagels shut its doors after a sudden bankruptcy in March 2026, even as independent, chef-driven concepts have continued opening across the region.
