More than a decade after Roscoe's House of Chicken 'N Waffles first went looking for a San Diego home, the chain has finally hung a sign on its Barrio Logan building. The circular chicken-and-waffle sign now marks the storefront at 1678 National Avenue, a construction site that has sat through stalled permits, an abandoned contractor, and years of neighborhood complaints.
The milestone was reported by SanDiegoVille. According to the outlet's reporting, Roscoe's San Diego plans were reported in 2016 and later focused on properties near National Avenue and Sigsbee Street in Barrio Logan. Opening projections were delayed.
A Construction Site Stuck in Neutral
Roscoe's had entered the final stages of approvals to demolish existing structures and build a new two-story building as far back as 2019, per the same account, but construction ultimately stopped altogether in late 2022. CBS 8 reported complaints about a lack of security fencing, squatters, and illegal drug use on the property, according to CBS 8. A Roscoe's spokesperson told the station that the delays stemmed from a previous general contractor who had tried to cut corners and missed inspections, while city records showed the property owners had also missed a July 2023 deadline to update permits.
Construction resumed in 2024, according to the SanDiegoVille report. Once finished, the roughly 6,000-square-foot restaurant is expected to feature its own parking along with a second-story rooftop dining deck — amenities that set it apart from Roscoe's older locations. The menu is expected to center on the chain's signature fried chicken and waffles, alongside soul-food staples.

Bankruptcy filings also showed the chain's locations were generating at least $37 million in annual gross revenue, which allowed Hudson to pledge $3 million a year toward roughly $27 million in creditor debt as part of a reorganization agreement, according to Pasadena Now. A separate former employee sued Roscoe's in 2024 over alleged wage-and-hour violations.
