A 30-year-old sex offender from St. Louis City is facing first-degree statutory rape, statutory sodomy, and child molestation charges after police say he repeatedly abused his girlfriend’s pre-teen daughter, telling the child he was conducting an exam. Joseph Hester now sits in the St. Louis County Jail on a $1 million cash-only bond as prosecutors in two separate offices pursue charges stemming from the case.
According to FOX 2, the abuse occurred multiple times between October 10, 2024, and April 17, 2026, per a probable cause statement in the case. Police said Hester raped and molested the child, and the outlet reports that the victim gave a detailed statement to the Children’s Advocacy Center describing what happened. That interview process is designed to spare child victims from repeated questioning: the St. Louis Children’s Advocacy Center conducts recorded forensic interviews led by specialized personnel in a neutral setting specifically to gather evidence while avoiding repeated interrogation of children.
Investigation Led by Normandy Police
The case originated with the Normandy Police Department, which credited Sergeant Glover with leading the investigation that ultimately produced the felony charges against Hester, according to the department’s Facebook page. The same report from the station notes that Hester was arrested on September 3 at North Kingshighway Boulevard and Highland Avenue in St. Louis City. Police said Hester physically resisted officers before he was taken into custody.
The case involves charges filed by two different prosecutorial offices. Real STL News reported that Hester’s struggle with officers during the arrest prompted the St. Louis Circuit Attorney’s Office to file a separate resisting arrest charge, distinct from the sexual offense charges filed by St. Louis County. The St. Louis County Prosecuting Attorney’s Office charged Hester with first-degree child molestation, first-degree statutory rape, and statutory sodomy involving a person under 14, per FOX 2’s reporting.
Severe Penalties Under Missouri Law
The charges carry significant weight under state law. First-degree statutory rape involving a victim under 14 is classified as an unclassified felony under Missouri Revised Statutes § 566.032, carrying a mandatory prison term ranging from five years to life, according to Rose Legal Services. Meanwhile, first-degree statutory sodomy against a minor under 14 is treated as a major felony under Missouri Revised Statutes § 566.062, and state law sets restrictions on probation or parole release.
Hester’s bond was set at $1 million and is cash-only. Hester was also subject to Missouri Revised Statutes Chapter 589, which requires offenders to notify local sheriff’s departments within three business days of any change in residence, employment, or vehicle status.
Upcoming Court Dates
Hester has a bond reduction hearing scheduled for Wednesday, where a judge can review community safety concerns, the severity of the charges, and flight risk before deciding whether to adjust his cash-only bond. He also faces a preliminary hearing set for October 1 in St. Louis County’s 21st Judicial Circuit Court.
Hester remains in custody at the St. Louis County Jail as the case moves forward.
