The project at 553 Isom Street will include a pool, a gym, and trails connecting future residents to the Daniel Morgan Trail System and downtown Spartanburg.

General contractor Capstone Building Corp., based in Birmingham, Alabama, announced on September 1 that it had broken ground on $51 million worth of construction for the project, working alongside real estate firm Taft Family Ventures and a local Spartanburg investment group, according to the Upstate Business Journal. As WSPA 7News reports, the development calls for 275 apartment units in total, with leasing expected to begin in 2027 and full completion projected for 2028.

The development agreement, detailed by the Post and Courier, provides for 247 market-rate apartments and 28 workforce housing units inside a four- and five-story wrap-style building totaling 208,625 square feet of rentable space. Ten percent of units are set aside for renters earning at or below 80% of the area median income, a threshold WSPA 7News reports works out to about $65,000 per year for a family of four.

Council Approved Tax Breaks for Workforce Units

Spartanburg City Council unanimously approved the development agreement with developer Taft-Gibbs LLC in August 2025, authorizing 15 years of property tax breaks in exchange for the workforce housing set-aside and an investment of roughly $70 million total, per the same Post and Courier report. City Manager Chris Story told council members at the time that the project directly addresses “meeting the rapidly growing housing demand in our community” while helping prevent long-term residents from being priced out.

Christopher George, with the City of Spartanburg, said workforce housing has been a major council priority and that the Beaumont site is well suited for this type of development, according to WSPA 7News. George also said the surrounding roads are expected to be able to accept the additional traffic that future residents will bring, and the station reports the complex will be set back from the main roads.

A Mill Site With a Long Industrial History

The site carries deep roots in Spartanburg's textile past. J.H. Sloan founded the Beaumont Manufacturing Company there in 1890, running over 3,000 spindles and 40 bag looms to produce carpet warps, twine, and seamless bags before the facility closed in 1997, according to the City of Spartanburg. The primary 185,000-square-foot mill building was previously converted in a $34 million adaptive reuse project that now houses more than 400 nonclinical staff for Spartanburg Regional Healthcare System along with the Southern Conference headquarters, per OneSpartanburg.

The adjacent Beaumont Mill Village neighborhood, made up of 317 properties, was designated a local historic district by the city in April 2011, meaning exterior changes there must follow guidelines set by Spartanburg's Historic Architecture and Review Board, the city notes. The new apartment site itself sat vacant for many decades before this project broke ground, according to WSPA 7News.

Trail Links and a Fast-Growing County

The apartment complex will include a dedicated multi-use trail connection to the Daniel Morgan Trail System, known locally as “The Dan,” an expanding 55-mile network managed by the nonprofit PAL, according to the Post and Courier. The link reflects Spartanburg's push to connect new high-density housing directly to its citywide trail system rather than treating recreation as an afterthought.

The development arrives amid rapid regional growth. Spartanburg County's population reached 380,857 in 2025 after a 3% annual increase, making the metro area the third-fastest-growing in the country, according to U.S. Census Bureau estimates cited by the Post and Courier in March 2026. That growth has placed mounting pressure on housing affordability across the Upstate, a dynamic city officials say the Beaumont project's mix of market-rate and workforce units is meant to help address.

The architectural design for the complex was completed by Reese Vanderbilt & Associates alongside civil engineering firm Site Design Inc., while Taft Management Group is set to handle property management once leasing begins, the Upstate Business Journal reports. With leasing targeted for the third quarter of 2027 and full completion expected in 2028, the long-vacant Beaumont acreage is set to become one of Spartanburg's largest new residential additions in years.
