Officers carrying large firearms ran through an East Point neighborhood as multiple police agencies and a regional SWAT team surrounded a townhome along Bayrose Circle, ordering residents out while neighbors reported hearing gunshots. The scene unfolded at Bayberry, the Villages of East Point, and drew a police presence that included the East Point Police Department, the College Park Police Department, the South Fulton Police Department and SWAT.
According to WSB-TV, the East Point Police Department was conducting an investigation of an unknown nature when officers surrounded the townhome development and ordered people out of one of the units. WSB-TV reporter Bryan Mims was on scene covering the investigation as it developed, and the station reported that neighbors said they heard gunshots, though the exact circumstances that prompted the police response remained unclear. The South Fulton Police Department told the outlet that the incident was an East Point Police Department investigation, even as its own officers helped surround the property.
The tactical response drew from South Metro SWAT, a multi-jurisdictional unit made up of specialized officers from the East Point, College Park, South Fulton, Fairburn, and Fulton County Schools police departments, according to the City of East Point. The regional team is typically activated for barricaded suspects and other high-risk incidents that exceed what standard patrol units can handle across south Fulton County.
How Neighboring Departments Can Operate Inside East Point
Officers from College Park and South Fulton were legally able to operate within East Point's city limits under Georgia's mutual aid statute, O.C.G.A. ยง 36-69-3, which authorizes municipal law enforcement agencies to render aid and extraterritorial assistance across city boundaries during public safety emergencies, per Justia Law. Under that framework, responding officers from outside agencies operate under the tactical command of the host municipality's chief of police during emergency calls. Fulton County Sheriff Patrick Labat has also deputized 19 officers from municipal departments, including East Point and College Park police, granting them legal authority to enforce laws countywide, according to the Fulton County Sheriff's Office.
Chief Shawn Buchanan has led the East Point Police Department since December 2021, heading a municipal force that traces its roots back to 1908, according to the City of East Point. The department has leaned on joint operations with neighboring agencies before: in March, East Point, College Park and South Fulton police conducted a joint operation along the airport corridor that resulted in nine arrests and a fentanyl seizure, as Hoodline previously reported.
A Development Built for Dense, Shared Living
The standoff site, Bayberry at the Villages of East Point, is a townhome development along Bayrose Circle that was constructed in phases starting in 2006, featuring multi-story units, attached garages and shared community amenities, according to HelloCondo. Dense townhome layouts like Bayberry's, with shared walls and adjoined structures, typically require tactical teams to take extra precautions when securing a scene.
Adding to the complications on scene, a localized power outage began at 6:49 p.m. and affected 2,455 utility customers in East Point, including residents along Bayrose Circle, Delowe Drive and Headland Terrace, according to The Voice of the Community. It remains unknown whether the outage directly affected police tactical communications or scene security during the standoff.
A Pattern of Multi-Agency Standoffs in East Point
This is not the first time South Metro SWAT and East Point police have converged on a residential standoff in the city. In September 2022, the two resolved a four-hour standoff without gunfire after surrounding a home on Center Avenue, according to 11Alive. The standoff ended without gunfire after officers surrounded the home.
The Bayrose Circle response also comes amid broader attention to East Point law enforcement. No connection between that attention and the Bayrose Circle response has been reported, and the exact motive or suspect that triggered Sunday's evacuation order remains unknown. It is also not yet confirmed whether anyone was arrested or injured inside the townhome.
