A century-old storefront on Decoursey Avenue in Latonia is about to become a Thai-inspired cafe with a unique retail space. Layers & Flavors, founded by Sasi Hebel, is set to open at the end of September at 3627 Decoursey Ave., filling a 1,800-square-foot building that dates back to 1925.
Hebel purchased the property in April for $220,000, according to property records, and has put a total of $300,000 into the purchase and build-out, as reported by Local 12 News. The building was first listed through Cory Behm of the Cincinnati-based real estate agency Transaction Alliance. An exact opening date and operating hours have not yet been determined, per the same report.

Earlier in 2026, Covington hired Clint McIntosh as an economic development team member focused specifically on Latonia and the Central Riverfront Development, as reported by LINK nky.
Covington's Small Business Incentive Program had granted nearly 200 incentives in the city as of July 2026, per the city's economic development office. The program allocates $150,000 annually toward commercial property upgrades. Separately, the city's rent subsidy incentive offers support.
Ritte's Corner and the Neighborhood Around It
Layers & Flavors is opening near historic Ritte's Corner, a five-street intersection. The neighborhood is also the focus of business-improvement efforts.
