Yolanda Brown has pleaded guilty to one count of wire fraud in a Pennsylvania federal court.
Brown entered her plea in a case detailed by the Tampa Bay Times.
A Year Embedded With the Pelican PAC
Brown worked with the Pelican PAC, according to The Philadelphia Inquirer. While she worked with it, campaign-finance records showed transfers from the PAC's account into O'Reilly Business LLC, an entity the newspaper reports Brown controls.
The Tampa Bay Times reported an accusation that $207,500 in unauthorized transactions occurred between August and October 2025.
Removed as Treasurer, Committee Dissolved
Brown was treasurer toward the end of the committee's life, and a January financial report disclosed unauthorized transactions, the Tampa Bay Times reported.
The Pelican PAC itself had already drawn state scrutiny before the fraud allegations surfaced. Florida regulators revoked the committee in 2024, citing failures to report or timely report financial activity, Florida Politics reported.
Campaign Account Balance
Welch's campaign account had roughly $32,000 on hand following the unauthorized fund distributions, the outlet reported.
The numbers look starker next to Welch's mayoral rivals. FOX 13 News reported that Welch's account balance of about $30,000 compared with more than $700,000 raised by Charlie Crist for Mayor. St. Pete Shines was the political committee behind Charlie Crist, per Florida Politics.
A Consulting Firm's Tangled Paper Trail
Brown's business dealings extend beyond the PAC itself. Her consulting operation, Brown Financial and Consulting Services Group, was first launched in August 2020 under Willie Rumph Jr., described as Brown's husband, with Brown listed as CEO, according to St. Pete Cityverse.
Brown's guilty plea in the Pennsylvania wire fraud case does not resolve whether the Welch committee's alleged losses were part of the federal charge.
