A 250-unit apartment complex sitting on more than 10 acres near Gandy Boulevard and the Lee Roy Selmon Expressway in South Tampa is officially up for grabs, with offers due this Wednesday, October 21. Casa Bella on Westshore, built in 2007, spans 10.63 acres and includes one-, two- and three-bedroom units averaging 1,041 square feet, with the largest floor plans stretching to 2,124 square feet.

The listing was announced by Naples-based JBM Institutional Multifamily Advisors, which has not disclosed an asking price or identified the current owner, according to Tampa Bay Business and Wealth. JBM previously marketed the property as an exclusive listing back in November 2024, per a release distributed on PR Newswire, before re-emerging as a call-for-offers listing nearly two years later.

Casa Bella was originally designed as condominiums before taking its current form as rental housing, a detail that traces back to the site's earlier life. Developer Don Phillips of Phillips Development & Realty planned a roughly 250-unit project called Casa Bella, primarily condominiums, in partnership with Florida Capital after purchasing the separate 113-unit Westshore Mobile Home Park in Port Tampa, according to historical reporting from Appraisal Development. The former 24-acre Holiday Mobile Home Park on Interbay Boulevard sold for $10 million in the mid-2000s.

Loft Ceilings, Granite Counters and Two Pools

The property's buildings range from two to four stories, and roughly 20% of units feature loft-style layouts with ceilings reaching 20 feet, per the same account from Tampa Bay Business and Wealth. About 76% of units include an additional half-bathroom, and apartments feature stainless steel appliances, granite countertops, shaker-style cabinetry, and full-size washers and dryers, with select units offering oversized balconies and extra storage.

Amenities at Casa Bella include two swimming pools, a renovated 24-hour fitness center, a dog park, a putting green, and a clubhouse. Residents can also rent garages and carports, with covered parking listed at $45 per month and attached garages at $175 per month.

Proximity to MacDill Fuels the Pitch

JBM is marketing Casa Bella as a core-plus investment, a designation generally referring to an established, income-producing property with room for improvements or increased returns. Central to that pitch is the complex's location about 1.5 miles from MacDill Air Force Base, which has an annual economic impact of more than $4 billion and employs more than 31,000 people, according to JBM. The base is also in the middle of a $275 million infrastructure expansion bringing 24 new KC-46 Pegasus aerial refueling tankers and more than 20 facility construction projects through 2026, per the Bernie Lutz Relocation Guide — an active driver of new pilots, maintainers, and military families moving into the area.

JBM also notes the property sits about 15 minutes from downtown Tampa and Tampa International Airport, and that households within five miles of Casa Bella report average incomes exceeding $198,000. The surrounding Port Tampa City neighborhood had a median real-estate price of $555,592, with local rental prices ranking among the top 20% in Florida, according to NeighborhoodScout.

A Softer Market Shapes Expectations

Casa Bella's sale comes as the broader Tampa Bay apartment market works through a historic supply glut. The metro's vacancy rate hit a record 10.7% in early 2026 as a wave of post-pandemic construction deliveries intensified competition across Hillsborough County, per a report from Turnkey Tampa.

Recent deals in the submarket suggest buyers are recalibrating. Just last month, the 259-unit Edge at 1702 sold for $70 million, or $270,270 per unit, down $45 million from its $115 million sale price in 2022, as Hoodline previously reported. Even so, institutional appetite for Tampa-area multifamily hasn't disappeared: through the second quarter of 2026, the metro recorded $15.0 billion in cumulative five-year multifamily investment sales volume, ranking second statewide behind Orlando, per Cushman & Wakefield.

JBM has handled multifamily transactions totaling more than $20 billion involving over 176,000 apartments, per its announcement. Whether Casa Bella draws a price closer to its original ambitions as upscale condominiums or reflects the submarket's recent markdowns should become clearer once Wednesday's offer deadline passes.
