Portland police say 44 suspected sex buyers have been arrested or cited following a string of human-trafficking missions concentrated along Northeast 82nd Avenue and Northeast Sandy Boulevard, part of an enforcement push that has stretched across roughly five months. The people faced allegations of commercial sexual solicitation, unlawful prostitution procurement, or both, according to police.
According to KATU, police said the operations were launched in response to community complaints about sex trafficking and related nuisance and livability concerns in the corridor. A separate account from KPTV described the same 44 people as having been arrested during directed patrols along Northeast 82nd Avenue and Northeast Sandy Boulevard since June, a slightly different framing of the enforcement timeline than the arrested-or-cited language used elsewhere. As first reported by KOIN, the bureau said the 44 people were charged mainly with commercial sexual solicitation or unlawful prostitution.
Who Ran the Missions
The enforcement effort was not a single police unit working alone. Per the Portland Tribune, the missions involved the Portland Police Bureau's Human Trafficking Unit, its East and Central precincts, the Detectives Division and the Victim Services Unit, along with other law-enforcement agencies and community organizations.
Beyond the 44 charges, officers logged a far larger number of interactions tied to the same corridor. The Tribune's reporting notes that during a six-month span from April through October, officers documented 555 contacts with people believed to be providing commercial sex services. Officers also gathered information about suspected buyers, suspected traffickers and ongoing trafficking investigations through those contacts and other investigative work, the same report states.
Advocacy Offers Alongside Arrests
Police framed part of the effort as outreach rather than pure enforcement. Of the 555 contacts, 139 people were offered advocacy services and other resources intended to help them leave prostitution, the Tribune reported. Under Oregon law, commercial sexual solicitation is classified as a Class A misdemeanor, according to the Oregon Legislature's statutes.
This is not Portland's first buyer-focused crackdown this year. In spring 2026, the bureau's Human Trafficking Unit arrested 29 people on charges related to paying for sex, with frequent patrols in areas with chronic prostitution issues producing more than 110 contacts with people selling sexual services, as reported by OregonLive.
A Pattern Across the Region
Buyer-suppression stings have become a recurring tactic beyond Portland's city limits, too. In the Milwaukie area earlier this month, undercover officers used online apps and dating sites to arrange meetings and then arrested buyers who showed up, issuing six citations in a five-hour window, KATU reported in a separate account. That operation drew in officers from Sandy, Lake Oswego and West Linn police departments along with the Clackamas County Sheriff's Office Parole and Probation unit.
Portland's own enforcement history stretches back further. In a 2021 interview, police referenced roughly 100 arrests in buyer-suppression activities over the preceding 22 months, according to OPB, which also reported that 85% of arrests made by the bureau's Human Trafficking Unit that year resulted only in a solicitation charge. OPB has separately reported that Washington and Oregon are recognized as hubs within a national and global sex-trafficking circuit, and that the share of nationwide human-trafficking cases occurring in the two states has risen since 2017. The outlet also found that convictions for sex-trafficking crimes across both states fell 21%, from 66 in 2014 to 52 in 2022.
The scope of enforcement extends north as well. More than twenty Seattle Police personnel deployed to the Aurora Avenue corridor in early October to address prostitution solicitation, according to the department's own blotter post, underscoring that Interstate 5 corridor cities have been running parallel operations around the same time as Portland's latest sweep.
