Arlington city leaders unanimously voted Tuesday evening to name Aubrey City Council member Mike Browning to the Texas Municipal League's board of directors, after Mayor Jim Ross and the council paused mid-meeting to review allegations about the seat's current holder. The decision followed a tense afternoon work session where Ross addressed claims involving incumbent Mary Sarver, who has held the Region 8 director post for two years.
The vote, confirmed by KERA, came after Ross and the Arlington council took a 10-minute recess to review information before formally naming Browning in the draft resolution, which then passed without a single dissenting vote. Ross told colleagues the material he'd seen gave him “tremendous pause” about Sarver, adding that she presented “a whole lot of red flags,” according to the same report.
What the October 13 Email Alleged
The controversy traces back to an Oct. 13 email from a former law enforcement officer, cited by Denton council members, that disclosed previous criminal charges against Sarver, who also serves as Grandview's mayor pro tem. Per the station's report, the email claimed Sarver was charged with two counts of Medicaid fraud in Johnson County and later pled no contest to those counts.
The Denton Record-Chronicle reported additional detail on those charges, noting Sarver pleaded no contest in 2017 to the two Medicaid fraud counts after they were reduced from felony-level charges to misdemeanors. The same outlet reported that Sarver was also indicted in Tarrant County on a charge of criminal attempt injury to a child with serious bodily injury, a case that was dismissed in 2015.
Denton Hit Pause First
Arlington wasn't the first North Texas city to grapple with the allegations. The Denton City Council delayed its vote on Browning's nomination the prior week after receiving the same claims about Sarver's criminal history, the Denton Record-Chronicle reported. The claims have also influenced other North Texas cities' votes, the outlet reported, raising questions for others across the 10-county region covered by TML's Region 8, which includes Denton, Wise, Johnson and Tarrant counties.
Despite the scrutiny, Sarver is running unopposed for another seat on the Grandview City Council, according to KERA. The Texas Municipal League's own directory still lists her as the sitting Region 8 director and Grandview mayor pro tem for the 2024-2026 term, per records posted by TML.
A Small Seat on a Big Statewide Board
The regional director post carries outsized symbolic weight even though it is just one of 54 voting seats on the statewide TML board. The league represents more than 1,150 Texas cities and 16,000 municipal officials and advocates, according to the Denton Record-Chronicle, and it periodically solicits nominations to fill nine regional director positions, most carrying two-year terms, per TML's own board materials.
Denton's long institutional ties to the league add context to why the city's council took the allegations seriously enough to delay its own vote. Denton has been a member of the Texas Municipal League for nearly 113 years and was one of the association's founding members, the Record-Chronicle noted.
Arlington's unanimous resolution now puts Browning forward as the city's choice for the Region 8 seat, though the broader, centrally administered outcome of the regional contest has not been reported. For now, the North Texas debate over who should represent the region's cities within the statewide league remains unsettled beyond Arlington's own vote.
