Austin Central Library turns into a miniature world fair this weekend as Austin Sister Cities International hosts its 11th annual Passport to the World Festival, a free event packed with international food, drumming, children's activities and a parade carrying flags from each of the city's 14 sister cities. The Parade of Cultures kicks off around 10:15 to 10:30 a.m., followed by main festival activities starting at approximately 12:30 p.m.

The nonprofit behind the event connects Austin with 14 sister cities around the globe, according to CBS Austin, a roster that includes Saltillo, Mexico; Greater Manchester, United Kingdom; Limerick, Ireland; Pune, India; and Chiang Mai, Thailand. The organization describes its mission as citizen diplomacy — people-to-people exchange between Austin and cities elsewhere in the world — and says it works to strengthen those ties through cultural exchange, friendship and international partnerships.

This year's festivities include children's activities inspired by France, Ireland and Australia, along with Mexican Lotería, Japanese and Indian drumming, and chances to sample international cuisines, the station reports. Festival booths will represent all 14 sister cities with cultural activities, games and information about each community. The event is free and open to the community, and a separate ticketed VIP reception is also available for those who want an additional festival experience.

A Parade That Starts at City Hall

The day begins with the Parade of Cultures, which carries flags representing Austin's international relationships to City Hall for an opening ceremony before participants head back to the library for the rest of the festivities. Austin Sister Cities International vice chair Aditi Joshi said the event is designed to bring the world to Austin for a single day, and she's encouraging attendees to wear traditional clothing representing their own cultures.

“Passport to the World brings the world to Austin for one day,” Joshi said, according to CBS Austin, adding that she wants everyone from the greater Austin area to attend. Those interested in going are encouraged to register in advance through Austin Sister Cities International's website.

Why Sister Cities Take Years to Build

Austin's sister-city program has deep roots: its first relationship began in 1968 with Saltillo, Mexico, according to KUT. Joshi told the station that building a new sister-city relationship means aligning on shared priorities — arts, culture, music, entertainment, education, technology and health care among them — and that the work plays out through periodic calls, planned visits, and email and text exchanges rather than a single signing ceremony. The city's own international-relations guidance, per the Austin mayor's office, describes a similarly gradual process: cities typically pursue roughly two years of continuing exchanges, and Sister Cities International advises that building contacts, programs and communication links can take one to two years before a formal relationship is established.

That timeline helps explain why Austin's newest partnership, with Greater Manchester, United Kingdom, is still being described as new even months after its formal signing. Austin officially welcomed Greater Manchester as its latest sister city in June 2026, and the agreement is intended to strengthen collaboration in areas including arts, culture, music, entertainment and technology, as well as broader cooperation between the UK and US and locally between the two regions.

The Manchester Signing

Greater Manchester signed the formal Sister City Agreement with Austin on June 4, 2026, in a ceremony in Manchester, according to About Manchester. Deputy Mayor Kate Green signed alongside Austin Mayor Kirk Watson, and the outlet reported the agreement is meant to deepen collaboration in innovation, education, tourism, culture and music. Green said at the time that she saw real opportunities to work more closely on trade and investment, research and innovation as the partnership develops. About Manchester also noted the agreement marks the first partnership between a UK city region and Texas since the UK government's March 2024 Statement of Mutual Cooperation on economic development and trade.

Passport to the World has grown into something of an annual tradition for the sister-cities program. The 2024 edition of the festival featured live performances, games and crafts, along with the unveiling of a new Sister City sign at City Hall, CBS Austin reported at the time. This year's gathering keeps that same formula of parade, performance and cultural booths, but with a 14th flag now in the mix as Greater Manchester joins the lineup for the first time.
