A 66-unit affordable housing project for seniors has topped out along Avondale Estates' main commercial corridor, marking the small DeKalb County city's first new development built specifically for older residents. The Overlook at Avondale Estates sits at 2741 E. College Ave., replacing a former auto service lot at the intersection with Brown Place.

Atlanta-based developer TBG Residential is building the project, according to Urbanize Atlanta, which reports the four-story building is partially clad in brick and currently about 40 percent complete. The outlet describes the site as a visual gateway between Decatur and downtown Avondale Estates, and notes it sits roughly equidistant from the city's commercial village.

Who Qualifies and What It Will Cost

The building will reserve all 66 apartments for tenants age 55 and older, split between 27 one-bedroom units averaging 750 square feet and 39 two-bedroom units averaging 950 square feet. Eligibility is limited to residents earning at or below 60 percent of the area median income, and monthly rents are expected to range from roughly $800 to $1,600, per the same report.

The project's ground floor facing College Avenue will include a community room, a computer room and a fitness center, according to the outlet's account. There are no plans for additional retail space along that stretch of the corridor, the report notes.

Funding and a Transit-Adjacent Location

The Overlook is being funded through a combination of federal and state tax credits along with two loans from Georgia's Department of Community Affairs, Urbanize Atlanta reports. The site sits less than half a mile east of MARTA's Avondale station, putting the development within easy reach of transit for residents who may not drive.

Timing for move-in remains somewhat unsettled. TBG Residential has said it anticipates placing the property in service in January 2027 and beginning leasing immediately afterward, while separate reporting has pointed to a spring 2027 opening — the two timelines have not been reconciled.

A Regional Push for Senior Affordable Housing

The Overlook is not the only affordable senior project taking shape near a DeKalb MARTA stop. In a November 2021 announcement, Columbia Residential said it and the Decatur Housing Authority had recently been awarded a 9 percent low-income housing tax credit allocation for Phase II of Columbia Senior Residences at Decatur East, according to Columbia Residential. That project, planned at Freeman and Sams streets near the Avondale MARTA station, would add 80 units for residents age 62 and older, with 70 of those restricted as affordable and 24 backed by project-based vouchers.

Columbia Residential previously completed Phase I of that development in 2018 as a 92-unit mixed-income senior community, the company says. Taken together with The Overlook, the two projects suggest a growing cluster of affordable senior housing options concentrated around DeKalb County's MARTA rail line.
