Firefighters rushed to Neville Chemical Company Thursday night after a fire broke out at the industrial plant in Neville Township. The company was fined $62,075 in 2021 over emissions violations. Allegheny County dispatch sent crews to the scene just before 8:30 p.m., and as of the latest reports, no injuries or transports have been reported.
The call came in for a fire at the 2800 Neville Road facility, according to dispatchers cited by WTAE. The exact location of the fire within the plant remains unclear, and the story is still developing. Neville Chemical Company, according to its own website, produces low molecular weight thermoplastic and liquid resins at the site.
A Plant Already Under Scrutiny
The fire comes amid a stretch of intense regulatory pressure on the decades-old chemical manufacturer. On October 5, 2021, Neville Chemical Company was fined $62,075 over emissions violations. That penalty came years before Thursday night's emergency dispatch call.
It isn't the only trouble the company has faced this year. In April, environmental advocacy group Three Rivers Waterkeeper issued a formal notice of intent to sue Neville Chemical Company under the Clean Water Act over unpermitted chemical discharges into the Ohio River, citing self-reported compliance data showing recurring violations involving hydrocarbons and benzene, as reported by PA Environment Digest. And in September, Neville Township engineers flagged potential water billing inconsistencies and mislabeled fire service connections at the plant, according to Citizen Portal, which reported that engineers identified up to ten separate water connections serving the industrial property.
Federal Permit Fight Still Unresolved
The scrutiny extends beyond local regulators. The U.S. Environmental Protection Agency issued a final order in September 2025 granting in part a petition from environmental groups, including the Environmental Integrity Project, challenging the Clean Air Act Title V operating permit that Allegheny County health officials issued to the company, according to the Federal Register. That permit, #0060-OP24, was issued to Neville Chemical Company in June 2024 and designates the 30-acre facility as a major source of volatile organic compounds, per official Allegheny County permit records.
The county's handling of chemical facility permits has drawn legal challenges before. Food & Water Watch filed a lawsuit in Allegheny County Court of Common Pleas in November 2023 accusing county health officials of failing to enforce timely Clean Air Act permitting for facilities including Neville Chemical, according to the group. A November 1995 federal consent decree focused on the company's RCRA hazardous-waste compliance.
Industrial Island, Close Quarters
Founded in the 1920s, Neville Chemical Company's Neville Island plant grew into one of the largest U.S. producers of synthetic hydrocarbon resins derived from coal tar and petrochemicals, according to a National Institute for Occupational Safety and Health report.
Hoodline previously covered a dispatch response near a Neville Island roller rink after shots were fired there earlier this year.
No cause has been determined for Thursday's fire, and officials have not said whether air quality monitoring was triggered in response. Hoodline will update this story as more information becomes available.
