Alert guidance and other Hillsboro cases
According to Oregon State Police guidance, EAS and WEA alerts are activated for child-abduction cases that meet mandatory AMBER Alert criteria, as determined by the agency’s Criminal Investigation Division. For cases that do not meet those criteria, law enforcement may use other tools to share information.
KPTV reported on April 6, 2023, that Hillsboro police said 15-year-old Lucia Silva-Santiago had been found safe after being missing since the previous week. That was a separate case involving an older teenager.
