Lynn is getting two new splash pads, with the city set to build them at Lynn Woods Park and Keaney Park using $590,500 in newly awarded state funding. The money comes as part of a wider round of grants Gov. Maura Healey announced for park and recreation projects across Massachusetts.

As reported by Itemlive, Lynn was awarded the $590,500 specifically to construct splash pads at the two parks. The award is part of nearly $10 million in state-administered grants going toward 14 park, outdoor recreation and natural-resource protection projects across the state, according to WWLP.

The funding flows through the Land and Water Conservation Fund Grant Program, a federal program that can cover up to 50% of total project costs for acquiring, developing and renovating public conservation and recreation areas, per the same report. State officials, through a statement posted to the Massachusetts government website, framed the broader round of grants as a way to help communities improve neighborhood parks, expand outdoor recreation and protect natural resources.

Part of a Larger Push to Upgrade Lynn's Parks

The splash pad grant lands against the backdrop of a much larger city investment in its park system. Lynn has allocated $16 million toward park improvements citywide, according to planning materials published on Lynn in Common. The city also updated its Open Space and Recreation Plan in 2024, a document intended to stay current through September 2034.

That same planning process showed strong public appetite for this kind of spending: parks and recreation ranked as the second-highest priority area, favored by 62% of respondents in a mayoral survey on how to spend federal American Rescue Plan Act dollars. Lynn Woods and Keaney Park were both already on the city's radar before this latest grant, having been identified among six parks slated for improvements funded by those American Rescue Plan dollars, alongside Breed Park, Gallagher Park, Kiley Park and McManus Park.

How Other Massachusetts Communities Have Used Similar Grants

Lynn isn't the only Massachusetts city tapping this funding stream for splash pad construction. In Woburn, a $480,968 grant was designated to cover part of the work on a pool and splash pad project, with existing city appropriations covering the rest of the cost, according to the City of Woburn. It offers a rough template for how the federal-state funding formula tends to work in practice, even as the specifics of Lynn's own project budget and construction timeline have not yet been detailed.

For now, residents know the destination but not the full roadmap: two splash pads are coming to Lynn Woods Park and Keaney Park, backed by state dollars distributed under Gov. Healey's latest round of park grants. The Lynn Parks and Recreation Department oversees the city's park system and would ultimately be responsible for seeing projects like these through to completion.
